LIMITED SOURCES JUSTIFICATION
NATIONAL NUCLEAR SECURITY ADMINISTRATION
Office of Management and Budget (NA-MB) Office of Congressional Affairs (NA-EA)
Against the GSA Contract GS-00F-207CA Professional Services Schedule
Federal Supply Group: 00CORP Task Order 89233121FNA400376 for Operational/Administrative Business Support Services
May 6, 2021
I. AGENCY IDENTITY AND CONTRACTING OFFICE
The services required are in support of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Management and Budget (NA-MB) and Office of Congressional Affairs (NA-EA). The contracting activity is the NNSA Headquarters Services Acquisition Branch (HSAB) (NA-APM-126).
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This acquisition action is a follow-on requirement from current Task Order DE- DT0009761 for operational and administrative business support services for NA-MB and NA-EA. The current Task Order was competed amongst the NNSA Management, Organizational, and Administrative (MOA) Support Services Blanket Purchase Agreement (BPA) holders and was awarded to CE2 on August 10, 2015. The current Task Order expires on May 9, 2021.
This action will result in award of an eight-month Task Order (89233121FNA400376) to CE2 Corporation, Inc., under GSA GS-00F-207CA valued at $2,041,704.44, with a period of performance from May 10, 2021 through January 9, 2022. This new Task Order will have one, four-month option period, valued at $1,020,484.22, which, if exercised will result in performance through May 9, 2022.
III. DESCRIPTION OF SUPPLIES AND/OR SERVICES
The Office of Management and Budget (NA-MB) is responsible for the corporate planning, programming and administration of the NNSA budget; managing NNSA’s human capital and leadership and career management programs; coordinating NNSA’s internal control and audit management program; and, managing general administrative services, overseas operations and employee communications for NNSA. The Office of External Affairs (NA-EA) effectively communicates, promotes, and defends the mission, goals, and budget of the NNSA through proactive outreach and sustainable relationship building with the Congress, its committees, and staff, as well as to the public, media, and state, local, and tribal stakeholders. NA-MB and NA-EA require the continuation of existing operational and administrative business support services essential to the fulfillment of these mission and functions.
IV. LIMITED SOURCES AUTHORITY
The authority permitting limited sources as implemented by the Federal Acquisition Regulation (FAR) 8.405-6 (a)(1)(i)(C) – in the interest of economy and efficiency, the anticipated action is a logical follow-on to Task Order DE-DT0009761, which was placed in accordance with FSS procedures and was not issued under sole-source or limited-sources procedures.
V. JUSTIFICATION FOR USING THE LIMITED SOURCES AUTHORITY
Under Task Order DE-DT0009761, which was placed in accordance with the applicable Federal Supply Schedule ordering procedures and was competed amongst all MOA BPA Holders, CE2 currently provides ongoing operational and administrative business support services. NNSA requires continuation of these services for a period of 8-12 months. A logical follow-on Task Order to DE-DT0009761 is the most economic and efficient method to obtain the required administrative support services because CE2 is engaged in providing these essential services for NA-MB and NA-EA.
Issuing a new Task Order to another contractor for the limited duration (8-12 months) would: create a disruption to the current support efforts; require a period of transition, delaying ongoing support activities; and likely result in increased costs (due to the increased efforts of transition). The additional time and costs that would result would not be in the interest of economy and efficiency.
VI. CONTRACTING OFFICER DETERMINATION OF BEST VALUE
After considering the level of effort and the mix of skills available for the tasks needed and comparing the Program Office’s Independent Government Estimate (IGCE) with the Contractor’s Revised Price Quote, the contracting officer has determined CE2’s proposed action represents a reasonable, realistic approach and will be the best value for the Program consistent with FAR 8.404(d). The proposed labor rates were in line with the labor rates in the current Task Order. The contracting officer determined the price to be fair and reasonable.
VII. MARKET RESEARCH
NNSA’s market research identified General Services Administration (GSA) Multiple Award Schedule (MAS) and the NNSA Technical, Engineering and Programmatic Services (TEPS2) BPA as potential vehicles for NA-MB and NA-EA’s requirement.
Particularly, when evaluating the potential use of the TEPS2 BPA, NNSA found that the BPA holders generally have the capability to perform services under NAICS code 541611.
VIII. OTHER FACTS
None.
IX. STEPS TO FOSTER COMPETITION
Though the immediate requirement is most economically and efficiently sourced to the current vendor (CE2) providing ongoing services, NNSA anticipates that, prior to the conclusion of these follow-on services, it will issue a solicitation for these requirements under the NNSA Technical, Engineering and Programmatic Services (TEPS2) Blanket Purchase Agreement (BPA) to the TEPS2 BPA holders.
