REQUIREMENTS DESCRIPTION
FOR
The Nebraska National Guard’s access to the Nebraska Statewide Radio System (72nd Civil Support Team and Joint Operations Center)
1. General:
1.1 Background: National Guard Civil Support Teams (CSTs) are charged with supporting civil authorities at a domestic incident site during specified events that result, or could result, in the catastrophic loss of life or property by identifying hazards, assessing current and projected consequences, advising on response measures, and assisting with appropriate requests for additional support. Upon request from the Nebraska Emergency Management Agency (NEMA), the 72nd Civil Support Team coordinates with emergency responders to assist with state emergencies and protect against loss of life and property.
The Nebraska National Guard (NENG) Joint Operations Center (JOC) is responsible for coordinating the Nebraska National Guard’s participation in both state and federal emergencies with emergency management offices and supported emergency responders.
Nebraska’s Statewide Radio System (SRS) was created to allow emergency service offices and responders, I.E. Law Enforcement, Fire Departments, etc…, to communicate statewide.
1.2 Scope / Requirements: The contracted vendor is to provide access to Nebraska’s SRS to allow the Nebraska National Guard’s 72nd CST and JOC to communicate, via radio, with Emergency management offices and emergency responders throughout Nebraska.
1.2.1 Devices: The Nebraska National Guard is requesting access for 56 handheld radios: 10 Motorola APX 8000 XE radios for the 72nd CST and 25 Motorola APX 4500 radios and 21 APX 8000 radios for the JOC. All the radios are owned and operated by the Nebraska National Guard.
1.2.2 Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months. Anticipated start date is 27 September 2021 and end date 26 September 2022. However, if there is an unforeseen delay in contract award, the start and end date will shift accordingly. We anticipate contract award no later than 26 September 2021.
1.2.3 ACCESS: Due to the emergency nature of the communication access requested, the contractor shall provide access 24 hours a day, 7 days a week. The contractor will have one day, or more as long as the Nebraska National Guard (72nd CST and JOC) are informed, to perform restorative maintenance each month.
1.2.4 Vendor Instructions to the Nebraska National Guard: The Nebraska National
Guard’s 72nd CST and JOC agree to request and maintain membership to the SRS Notification Listserv and understand that this is the established method for notifying all SRS users of planned and unplanned SRS outages. The Nebraska National Guard’s 72nd CST and JOC agree to timely report any known or suspected SRS issues to the SRS Tech Team via the established trouble reporting emails and phone numbers.
These are currently the following and any changes to these will be sent to SRS users via the SRS Notification Listserv:
During normal working hours: Call 402-471-2041 or email OCIO.SRSTECH@Nebraska.gov
Outside of normal working hours: Call 800-982-2468 or locally (402) 471-4636.
