For Laboratory Analytical Services Bureau of Land Management West Desert District HAZMAT

Background

The Jacob’s Smelter Site is a Utah Department of Environmental Quality (UDEQ)-lead site being investigated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or Superfund. The Bureau of Land Management (BLM) administers a parcel of property that is about 90 acres in size, is referred to as the “northeast parcel”, and is included in the CERCLA site.

This statement of work is for the laboratory analyses of soil and fine/medium-grained mine waste rock samples and associated field quality control (QA/QC) samples to be used to investigate potential sources and migration pathways of contamination on the northeast parcel located near the town of Stockton, Utah.

Scope

BLM expects to have soil and fine/medium-grained mine waste rock samples and QA/QC samples (rinsate/equipment blank samples) analyzed by a State of Utah, Environmental Laboratory Certification Program certified laboratory for metal contaminants.

Objectives

To have 195 soil samples, 3 fine/medium-grained mine waste rock samples, and 10 rinsate/equipment blank samples analyzed for full scan metals via SW846 Method 6010D/SW846 7471B (for Hg). Note: The concentrations of metals in some samples could be upwards of 10,000 milligrams per kilogram (mg/kg) or higher.

Tasks

· Provide a table listing the laboratory’s method detection limits.

· Provide coolers, sample containers, chain-of-custodies (COCs), and custody seals for the collection of soil, waste rock, and water (rinsate/equipment blank) samples.

· Analyze samples provided by the government for 23 metals on the Target Analyte List (TAL) (Ag, Al, As, Ba, Be, Ca, Cd, Co, Cr, Cu, Fe, Hg, K, Mg, Mn, Na, Ni, Pb, Sb, Se, Tl, V, Zn) metals via EPA Method 6010D/7471B.

· Maintain samples under chain of custody.

· Archive a sub-set of the samples (up to 15) for potential later analyses pending the results of the first analyses.

· Retain analyzed and non-analyzed samples for period of 6 months.

· Properly dispose of samples in accordance with state, federal, and local regulations after retention period expires (6 months).

Deliverables

Laboratory will deliver SW846 Method 6010D/7471B analytical results in a Level 3 Plus Data Package (or USEPA CLP equivalent) and in an electronic data deliverable format that is compatible with the US Environmental Protection Agency (USEPA) SCRIBE database format. Laboratory results for soil and waste rock samples should be reported on a dry weight basis.

Place of Performance

Laboratory must be located within 20-miles of the West Desert District offices at 2370 South Decker Lake Blvd, West Valley City, Utah 84119 or be able to pick up the samples at BLM office, to ensure that sample shipment is not required by government personnel. Government personnel will deliver samples directly to the laboratory during business hours (i.e. Monday – Friday, 8:00 – 16:00).

Period of Performance

Deliverables shall be submitted to BLM on or before 1 year after date of award.

Award will be issued based on the lowest price technically acceptable. To be considered eligible for award, the successful vendor must be actively registered with the System for Award Management (SAM.gov) and be able to submit invoices through IPP.gov. There is no charge to register for either of these sites.
