The purpose of this synopsis is to notify interested parties that the USTRANSCOM Directorate of Acquisition anticipates issuance of a solicitation to provide Air Terminal and Ground Handling Services (ATGHS) at Eielson AFB, AK. ATGHS services will be provided for all US Government (USG) owned or operated aircraft, USG sponsored foreign government or civil aircraft, allied, coalition or partner nation aircraft, commercial contract aircraft, and commercial tendered aircraft. The contractor shall facilitate on-time aircraft departures and maintain the ability to provide sustained ATGHS for a working Maximum on Ground (MoG) capability of one wide-body aircraft or any combination of narrow-body which equates to one wide body aircraft. Handling of classified information will require the contractor to have a facility clearance. The period of performance is 1 October 2022 through 31 March 2028, which includes four one-year option periods and a six-month extension.
This acquisition is 100% set-aside for small business; Size Standard - $35M; NAICS: 488119. A Request for Proposal will be available on www.sam.gov on or around 8 November 2021. No hard copies of this solicitation will be issued. All responsible sources may submit a proposal, which shall be considered by the agency. This procurement will be a competitive best value source selection. The Government will conduct a Past Performance Price Tradeoff source selection in which competing offerors’ past performance will be evaluated on a basis significantly more important than cost or price considerations. Technical factors (Performance Work Statement (PWS) Acknowledgement Memo, Staffing Plan and Contractor-Furnished Equipment in order to meet PWS requirements) will be evaluated on an Acceptable/Unacceptable basis.
Due to the on-going COVID-19 Pandemic, a pre-proposal conference site visit will not be conducted at Eielson AFB; the pre-proposal will be conducted via Microsoft TEAMS teleconference on 16 November 2021 at 1:00 p.m., Central Standard Time (CST) for the purpose of reviewing the solicitation, discussing PWS requirements and accepting questions. In order to attend the teleconference, please submit the full name (last, first, middle initial) and email address of all attendees (limited to two attendees per company) via email to Contracting Officer (CO), Ana Fife, ana.m.fife.civ@mail.mil and Contract Specialist (CS), Marlene Harris, marlene.a.harris.civ@mail.mil no later than 4:30 p.m. CST on 10 November 2021. This information must be provided in advance in order to ensure all attendees are added to the teleconference invite. Please inform if you have access to Microsoft TEAMS.
