About this file
This Quality Assurance document is related to the Oregon Department of Fish and Wildlife's Invitation to Bid for the sale of surplus fall Chinook and Coho salmon carcasses from state hatcheries. The procurement solicits bids for fish carcasses available during the period of August through December 2021 across multiple ODFW hatcheries, with bids required by July 15, 2021 at 3:00 pm. The evaluation criteria prioritize the highest price per fish, with prices categorized by specific hatchery location, fish sex, and grade. Estimated quantities are provided in the solicitation; however, actual fish availability may fluctuate based on hatchery operations. Successful bidders must accept all carcasses made available by ODFW at their contracted hatcheries during the contract period. No specific bidders' conferences or site visits are mentioned in the available documentation.
Bidders must possess or obtain an Oregon Wholesale Fish Dealer License and submit a 10% bid security deposit with their proposals. A performance bond is required if the total bid value exceeds $5,000. In addition to the contracted fish price, vendors are responsible for catch fees, salmon restoration and enhancement fees, and Oregon Hatchery and Restoration Corporation (OHRC) fees, which will be collected by the state and added to monthly invoices. Payments for fish carcasses are due on or before the 20th of each month for the preceding month's sales. The solicitation contains no set-aside designations or restrictions on organizational types and does not identify any incumbent vendors. This procurement is open to commercial fish dealers meeting the licensing and financial requirements, with the primary objective of efficiently disposing of surplus salmon carcasses from ODFW hatcheries.
