2021 CARSI Small Grant
Question & Answer List
1. Would you please clarify whether Local Governments (Town Councils) are eligible or whether the opportunity is exclusively for NGOs or possibly private sector entities?
Government and for-profit entities are not eligible to CARSI small Grant Funding.
2. Would a non-Belizean organization be considered for funding, or are Belizean organizations preferred?
The grant opportunity is open to U.S. Non-profit/non-governmental organizations (NGOs) having a 501(c)(3) status with the IRS or overseas-based NGOs, institutions of higher education, and public international organizations (PIOs); Belizean NGOs are strongly encouraged to apply.
3. How are the funds dispersed for the grant once approved (annually, quarterly)?
Once a grant is approved funds are disbursed on a quarterly basis or as payment requests are submitted.
4. Is an established partnership with government agencies required?
It is not a disqualifier. The proposal should focus on justifying the achievement of the required project objectives/outcomes.
5. What is the maximum time for implementation?
The project should be implemented within two years, max.
6. If you already applied for a Duns # and you may have misplaced it, can you request your number? Or do you need to apply for another number?
Please visit the link to request your DUNS# and if one does not exist for your organization you can use the same link to get one or contact the help desk for additional assistance. http://fedgov.dnb.com/webform
7. Is the NOFO opportunity only specific for Belize?
Yes. The project must benefit Belize.
8. How long does a non-profit need to be in existence to qualify? Can a start-up non-profit qualify?
Although, an organization’s experience handling past grants is taken into consideration when we evaluate proposals, we encourage every organization that meets the eligibility requirement with a valid DUNS number to submit a proposal.
9. What is the difference between direct vs indirect cost and can you provide examples?
Direct costs are assigned directly to an activity easily linked to the creation of a product or service, for example an employee hired to work specifically on a project. Indirect cost cannot be assigned directly to an activity but rather distributed among the various activities for example, the materials and supplies needed for the day-to-day operations like utilities or rent. Please refer to the Budget guidelines, which form a part of the NOFO documentation package for information regarding direct and indirect costs.
10. If the applying entity has a DUNS and SAMS number but not a significant budget will this automatically disqualify them (the organization with the budget has no SAMS or DUNS and the organization with a low budget has a SAMS and DUNS)?
http://fedgov.dnb.com/webform
The main applicant or the entity submitting the proposal is the one that is must have an active SAM and DUNS registration.
