About this file
This is an Addendum 1 to Request for Bid #2021-09 issued by the Portage County Highway Department in Wisconsin for herbicide woody vegetation and invasive plant management services. The addendum addresses eight questions and answers clarifying the scope of work, which encompasses approximately 110 acres of treatment area across 62 linear miles of roadway rights-of-way with a treatment width of approximately 15 feet. The work involves treating woody vegetation species including black locust, buckthorn, wild sumac, and box elder, as well as invasive species with wild parsnip as the primary target. Mowing of woody vegetation was completed between November 2020 and March 2021. The County requires proposers to specify their warranted effectiveness rate and approach to addressing anticipated re-growth in their proposals, with verification to be conducted through visual inspection by both the County and Contractor based on the guaranteed success rate proposed. The addendum confirms that physical sealed bids are required and will not be accepted via email. An exhibit map showing 2020 parsnip treatment locations is attached, noting that 2021 locations will be re-evaluated based on actual growth areas.
The County has budgeted $32,000 for these services in 2021, with the amount subject to adjustment based on actual need and conditions. The 110-acre estimate assumes treatment of the full right-of-way width across the 62-mile corridor, accounting for the fact that approximately 50 percent of areas will require spraying as the remaining areas consist of farm fields, lawns, and other non-target vegetation that will not need treatment. The treatment width of 15 feet represents the full right-of-way width on both sides combined, not 15 feet per side. Success determination will be established through visual inspection verification with success defined by the guaranteed success rate included in the contractor's proposal.

RFB #2021-09 Herbcide Woody Vegetation Mangement
ADDENDUM 1
February 24, 2021
The following changes are hereby added to and made part of Bid #2021-09?
Questions, Answers, Clarifications and Revisions:
Q#1. 1.8 All service locations for Parsnip are mapped separately. Is there a map for the parsnip treatments?
A. Attached is Exhibit 1, the map of the 2020 parsnip treatment locations. The locations for 2021 will be re-evaluated based on actual growth areas.
Q#2. 1.15 Do you have a percentage of control needed?
A. The RFP response shall provide what the warranted effectiveness rate –(What is the anticipated re-growth for woody and invasive species and how will you will address this?) in section 4 of their Proposer Solutions.
Q#3. Any chance you would be able to share your approximate budget for this project? We generally focus on more natural area enhancement/ecological restoration type work and are curious if we could even be competitive with this bid.
A. The County has budgeted $32,000 for these services for 2021 but this amount may be adjusted based on need and conditions.
Q#4. Determination of quantities for work to be completed have been computed to 110 acres of work area utilizing a work length of 62 linear miles and a treatment width of 15'. Is the treatment width of 15' for one side of the road ROW? Or is it an accumulation of width for both sides of the designated work roadways, i.e. 7.5' on each side of the road?
A. The 110 acres is only an estimate based on spraying the full width r/w(approximately 15’ wide) for 62 linear miles assuming that only 50% of the areas will need to be sprayed as there are farm fields, lawns, etc. throughout these corridors which will not need to be sprayed.
Q#5. Section 1.3 Scope, Item 1.15 lays out required warranty of work on treated areas. Could the County expand on the verification process for successful/un-successful treatment areas? Newly germinated and growing individuals of target vegetation will likely be present the following spring that were not present during the treatment period in 2021.
A. The RFP response shall provide what the warranted effectiveness rate –(What is the anticipated re-growth for woody and invasive species and how will you will address this?) in section 4 of their Proposer Solutions. Verification will be visual inspection by the County and Contractor with success determined by the guaranteed success rate in the proposal.
Q#6. Can the County expand on target woody vegetation species and any other potential invasive species targets that may be treated under this contract? The treatment methods, herbicides, and timing may vary based on the species to be targeted which may cause a wide variation in scope of work and costing.
A. The purpose of the RFP and work is to reduce the regrowth of all woody vegetation within the right-of-way which includes all woody species typically found in Central Wisconsin. Some of the targeted species include black locust, buckthorn, wild sumac, box elder. For invasive, wild parsnip is the primary target species.
Q#7. Can the County provide the timeline of when mowing of woody vegetation was/will be completed on the designated work areas?
A. The mowing has been completed from November 2020 to March 2021.
Q#8. Would the County reconsider the requirement to submit physical proposals and be open to receiving emailed proposals, as well?
A. No, Not at this time as it would not meet the requirements of a sealed bid.
