About this file

This document is a justification for other than full and open competition pertaining to wheelchair transportation services. The Department of Veterans Affairs, Network Contracting Office 17 for VISN 17 North Texas Veterans Medical Center requires wheelchair transportation services for patients in the Dallas VA service area. Prior solicitations received multiple proposals but one vendor was awarded four contracts and the awards were protested twice. To prevent a break in service, the bridge contract ceiling is being increased to $8 million and extended until a new competitive contract can be awarded by February 2022. The justification cites only one responsible source and no other supplies or services will satisfy the agency's needs. Market research found the requirement commercially available but it cannot be fulfilled through a mandatory source. Interest was expressed by several veteran-owned and small businesses.
