Description:

The purpose of this synopsis is to notify interested parties that the United States Transportation

Command (USTRANSCOM) Acquisition (AQ) office anticipates issuing a solicitation for

Stevedoring and Related Terminal Services (S&RTS) at the Port of Bremerhaven, Germany. The

Government intends to offer a single, fixed rate schedule Indefinite Delivery, Indefinite Quantity

(IDIQ) contract with a 12-month base and (4), 12-month option years to the responsible vendor whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quote (RFQ). The Period of

Performance for this requirement is: 01 May 2022 – 30 April 2027. The contract will include

FAR clause 52.217-8, Option to Extend Services, to possibly extend the period of performance an additional six (6) months to 31 October 2027.

Basis for contract proposal award: This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, Subpart 13.5 and FAR Part 12, Acquisition of Commercial

Items. Quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. Offer will be made on the basis of lowest evaluated price of the quote whose technical factor is rated “acceptable”.

An RFQ should be available on SAM.Gov on or about 24 January 2022. Hardcopies of the solicitation will not be issued. All responsible sources may submit a quote which shall be considered by USTRANSCOM/TCAQ-R.
