About this file
Summary
This is a Scope of Work document for Volusia County Water Resources and Utilities, specifically for the procurement of replacement nano-filtration membranes for the Halifax Plantation Water Treatment Plant located in Ormond Beach, Florida. The County is seeking eighty-four (84) new DOW FILMTEC NF90-400 membrane elements, which must be first-use materials free of defects. Each membrane element must have 400 square feet of active area, a 34 mil spacer, and a 1.125" product water tube capable of producing 9,500 GPD with greater than 97% stabilized MgSO4 rejection and 7,500 GPD with 85-95% stabilized NaCl salt rejection. The procurement was released on September 15, 2025, with a deadline for questions on September 29, 2025, and bid responses due on October 15, 2025, at 3:01 p.m. Delivery of materials is required to Volusia County Water Resources and Utilities at 3151 East New York Avenue in Deland, Florida. The contract is for an initial one-year term with no specified renewal options.
Pricing will be evaluated based on lowest total cost including freight, with submissions required electronically through the County's eProcurement Portal. Insurance requirements mandate comprehensive commercial general liability coverage with $1,000,000 per occurrence and $2,000,000 general aggregate limits. All suppliers must complete a Human Trafficking Attestation form affirming they do not engage in coercive labor practices. The document does not indicate specific set-aside designations for disadvantaged enterprises, incumbent contractors, or predetermined vendor preferences. The Halifax Plantation Water Treatment Plant currently operates with a combined membrane softening capacity of 750,000 gallons per day, drawing raw water from seven Floridian Aquifer wells and producing approximately 300,000 GPD of potable water.

FACILITY INFORMATION/DESCRIPTION
The County of Volusia is soliciting this Invitation to Bid for materials related to equipment for Nano-Filtration Membrane replacement.
Volusia County Utilities Operations owns and operates the Halifax Plantation Water Treatment Plant located at 4000 Utility Drive, Ormond Beach, FL. This facility has a combined membrane softening capacity of 750,000 GPD and is currently producing around 300,000 GPD of potable water. The raw water supply is pumped from the Floridian Aquifer from seven wells, is pretreated with an antiscalant chemical and filtered through a series of three (1) micron cartridge canisters. The pre-conditioned feed water is repressurized before entering the existing membrane assemblies. Skid #1 has a design capacity of 250,000 GPD and Skid #2 has a design capacity of 500,000 GPD.
The permeate receives post treatment degasification utilizing a cascade tray aerator unit located above the 500,000 gallon ground storage tank. Sodium hydroxide is added for pH stabilization, and a corrosion inhibitor chemical is added for lead/copper control.
The by-product concentrate is blended with water drawn from the Ribbon Lake and is discharged to an irrigation/evaporation/percolation storm water pond.
MATERIAL SPECIFICATIONS
The selected Vendor shall furnish the specified membranes for the Nano-filtration membrane trains in accordance with all specifications, quotations, and requirements as set forth within this Invitation to Bid.
All materials and equipment shall be of "first use", free of any breaks, dents, wear, corrosion, poor finish, or any other defect.
This bid is for the purchase of Eighty-four (84) new membrane elements.
Only DOW FILMTEC NF90-400 membrane elements are acceptable.
Membrane description: A polyamide thin-film composite Nano-filtration membrane element with 400 square feet of active area, a 34 mil spacer and a 1.125” product water tube capable of producing 9,500 GPD, >97% stabilized MgSO4 rejection and 7,500 GPD, 85-95% stabilized NaCL salt rejection. The element shall be made by a fully automated manufacturing process and have a cleaning pH range of 1-13 S.U. and a continuous operation pH range of 3-10 S.U.
The membranes supplied shall include interconnectors and brine seals.
