MTIPS will reduce the number of connections, as originally dictated in the TIC Mandate, but will not reduce the connection points to the degree originally quoted. Instead, focus has shifted to the securing of existing connections using the MTIPS architecture.
DFC currently has a contract through the GSA Networx Universal vehicle with AT&T (7131117F0013), is ending December 31, 2020. An additional six months is needed until the EIS contract is awarded and implementation is completed. | Please Provide the Purpose/Objective and Background 2: DFC currently has a contract through the GSA Networx Universal vehicle with AT&T (7131117F0013), is ending December 31, 2020. An additional six months is needed until the EIS contract is awarded and implementation is completed. |
To incorporate proposal AU6437.02e, received by GSA on November 25, 2019, which proposes to add pricing in order to extend the Networx contract by an additional period of up to thirty-eight months: (one (1), two (2) month base extension period with three (3) one year extension option periods) from the current contract end date of March 28, 2020 to May 31, 2023 as follows:

The sole source is in the best interest because the extension will allow DFC to have additional time needed to modernize their IT infrastructures, enabling improved cybersecurity and increased savings. Failure to issue the extension will result in either a break in service with disruption to Government operations, or revision to higher tarriff rates, significantly increasing the Government's costs.
DFC at this time cannot compete the requirement to leave Networx/EIS in order to get a third party solution. in the interim. GSA has extended the Networx/EIS as a part of the GSA implementation process. DFC cannot receive services from another provider without requesting a waiver through our agency head by pursuing a openly competitive requirement. DFC does not have the time to pursue a waiver process, nor is it guaranteed that it would be granted and this could result in a disruption of services.
The estimated total value of the services is $108,493.20
