SCOPE OF SERVICES

The scope of services is for DB design phase and construction phase services as described below to reconfigure and renovate space within Building 53, backfill the asset with federal agencies located in the Lakewood area, and modernize building systems to create an efficient and comfortable working environment.

The project shall maximize space utilization for the agencies, creating an advanced and modern work environment. The team will be responsible for ensuring delivery of a high performing building that employs a whole building design approach which maximizes the building’s original construction and inherent characteristics to drive efficiency and costs effectively. The team will strive to deliver an award winning project which embraces excellent design, balances the inherent characteristics of the building, and exhibits a high degree of ingenuity and creativity.

Building 53, located on the Denver Federal Center, in Lakewood, CO; is a two-story structure (with 8 mechanical penthouses) located on the west edge of the Denver Federal Center Campus, between 5th Street and 6th Street, and between Center Avenue and Main Avenue. The original building was constructed in 1941 during World War II as part of a small arms munitions manufacturing plant. The structure has been upgraded several times to office and warehouse space. Its current area is 387,826 gross square feet. After the war, it was converted to use by the Federal government.

Although numerous renovations have been constructed since 1941, due to its age and lack of total modernization, some of the building’s architectural, mechanical and electrical systems have exceeded their useful service life.

The GSA has been tasked with reconfiguring and renovating space within Building 53 on the Denver Federal Center to support GSA and the Department of the Interior’s (DOI) ongoing consolidation efforts to improve space utilization, optimize inventory, decrease reliance on leased space, and reduce the Government’s environmental footprint.

This project will address the following:

HVAC - Upgrade cooling and heating system equipment, controls, and air distribution; provide updated utilities to accommodate increased tenant load; and update building automation system and controls.

Security – Provide tenant agency required security film and tenant agency required security systems.

Structural - Repair foundation and floor slab as required throughout the building.

Vertical Transportation - To comply with the building code, a new elevator is required near the south portion of the building and the (3) existing elevators need to be replaced with modern, code-compliant elevators, ensure existing interior staircases are code compliant, and replace all handrails on existing staircases.

Backfill & Tenant Improvements – Design and construct approximately 130,000 square feet of modern and space efficient office environments, relocate the cafeteria to the main entrance, reconstruct and renovate the main entrance lobby to include new lobby finishes such as partitions, ceilings, flooring, doors, and hardware; refinishing of all existing stonework and terrazzo, restroom upgrades to include new fixtures and modifications to address ABASS requirements and current occupancy codes; upgrades to floors, walls, and ceiling finishes; provide daylighting elements to the building to allow natural daylighting to penetrate into the interior of the building; and construct new utility, storage, and general use spaces to include new partitions, doors, interior glazing, finishes, and specialties.

Swing Space - The intent is to execute this project with the building partially occupied.
