DOD Washington Headquarters Service
About this file
This document summarizes a sole source justification for a federal contract award. The Washington Headquarters Services awarded a sole source contract to the Boston Consulting Group for $777,112 to provide analytical and research support assisting in developing strategies and objectives to sustain the domestic microelectronics supply chain for 90 days starting September 25, 2020. Due to the urgency and newness of the requirement, no other sources were considered to avoid unacceptable schedule delays and serious injury to the government. If longer term support is needed, the requirement will be competed.

3. DESCRIPTION OF SUPPLIES/SERVICES: The service includes analytical and research support to assist the USD A&S to develop courses of actions and strategic objectives to sustain a viable domestic microelectronics supply chain for DoD needs for a base period of 90 days.
Performance Period Performance Period Amount
Base Period 25-Sept-2020 to 24-Dec-2020 $ 777,112.00
4. AUTHORITY CITED: This action is authorized under provisions of 10 U.S.C. 2304(c)
(2) as implemented by Federal Acquisition Regulation (FAR) 6.302-2 Unusual and compelling urgency, specifically as implemented at FAR 6.302-2 “When the agency’s need for the supplies or services is of such an unusual and compelling urgency that the
Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.”
5. REASON FOR AUTHORITY CITED:
Full and open competition procedures would have resulted in unacceptable schedule delays because the research and analysis to prepare a report would be delayed by the time to compete the requirement and have recommendations by January 2021. Therefore, the Agency’s need for this support could not be accomplished without a sole source award.
A diminished or compromised supply of microelectronics products would lead to major problems for DoD activities affecting sensors, precision guided munitions, critical warfighting capabilities, and most importantly command and control.
WHS/AD reviewed existing blanket purchase agreements, but the work was not considered to be within scope. The Government knew that BCG was qualified to support this urgent analytical effort because of their demonstrated familiarity with supply chain management on a global scale and expertise in advising and solving problems for leading semiconductor and microelectronic manufacturers. Most importantly, BCG has provided similar analytical support for the F-35 program within the last year that focused on the sustainment and improvement to the supplier performance, which assured the
Government that BCG will be able to successfully complete the need to analyze and assist with recommendation for the microelectronics supply chain.
6. EFFORTS TO OBTAIN COMPETITION: Soliciting from multiple sources would have seriously injured the Government in its effort to initiate the short-term analytical support. If longer term support is required, the Government will compete the requirement.
7. FAIR AND REASONABLE COST DETERMINATION: I determined that the anticipated price for this contract action is fair and reasonable. The techniques identified at FAR 15.404-1(b)) were used to ensure award is at fair and reasonable prices. The
Government also had access to GSA Schedules and Blanket Purchase Agreements rates appropriate for the performance of the subject services, as well as prices historically paid by the Government for similar services. The cost to the Government is fair and reasonable because substantial information was available to conduct a price analysis and negotiation.
Certified Cost and Pricing data were not required because the service was determined to meet the definition of a commercial item per FAR 15.403-1 (b) (3)) and the service is below the $2 million threshold for requesting certified cost and pricing data per FAR
15.403-4.
8. MARKET RESEARCH: The contracting office, in collaboration with the program office, verified the expertise of BCG through market research survey calls, the review of existing contracts, recent article publications and online searches.
9. OTHER FACTS: None.
10. INTERESTED SOURCES: Due to the newness and urgency of this requirement, no other sources have expressed an interest in writing.
11. ACTIONS TO INCREASE COMPETITION: This sole source contract is for a short-term and one-time requirement. If a longer-term study is required, the Government will increase opportunities for other vendors through competition.
12. Is this acquisition for a non-competitive follow-on acquisition previously awarded on a non-competitive basis?
☐Yes. A copy of the previous justification is attached. The actions to remove any barriers to competition cited on the previous justification ☐ were ☐ were not completed.
☐No. The original acquisition was conducted on a competitive basis.
☒Not Applicable. This is a new requirement.
