1. Is this being solicited as a small business requirement?

A: No it is not.

2. Additionally, if this is not a new requirement, can you please let me know the past award number and/or the incumbent?

A: McBride, Lock, and Associates is the incumbent.

3. With regard to the Audit Review Services RFP, I am interested in the average number of cases (to be audited) with each Independent Public Accountant. This additional information will better help me put my hours and timeline together.

A: Typically, in each contract year, we select one audit per IPA for review. However, there are times when, if an IPA audits multiple LSC grantees, we may select 2 or 3 grantee audits from the same IPA in one contract year. Over the past three years, we have selected, on average, 1 audit from each selected IPA.

4. Could the Government provide an estimate of an average QCP? 15-35 per year is a wide range and each QCP has the potential to vary greatly in scope. will the government provide expectations of the time constraints and resources required for an average QCP?

A: The Quality Control Reviews are reviews of financial statement and compliance audit documentation and have specific objectives as outlined in the RFP. The scope of these engagements does not vary widely.

Previously, for QCRs performed on site, the site visit consisted of one or sometimes two individuals on-site for one to two days. QCR reports were then submitted to the OIG anywhere from 2 to 10 business days later. The amount of time spent per QCR has not substantially changed in the current remote work environment.

5. Furthermore, since this is a fixed-price contract, how many QCPs should we base the price off of? The RFP states 15-35, but the costs associated with 15 QCPs are very different than the costs associated with 35.

A: Each year for the past three contract years, we have performed 35 QCRs. There is no guarantee that this number will remain constant in this or future contract years., but we do not envision doing less than 25. The RFP requests a price per QCR, not a fixed price for a set number of QCRs. Please provide a price per QCR.

6. The request asks for examples of prior QCR work. Are these examples considered in the 10 page limit?

A: Prior QCR work is not included in the 10 page limit

7. Can we redact the names of IPAs and clients from the examples submitted?

A: Yes. IPA and client names may be redacted.

8. The request asks for resumes of staff to be assigned. Are the resumes considered in the 10 page limit?

A: Resumes are not included in the 10 page limit.

9. Is our Peer Review considered in the 10 page limit?

A: The peer review is not included in the 10 page limit.

10. Is the detailed timeline considered in the 10 page limit?

A: The detailed timeline may be excluded from the 10 page limit if included as an appendix.

11. PG 6 (Section VIII A.4) – The RFP asks for examples of prior QCR reports, but similar reports will work – If our firm has not issued a QCR report, but has completed several Single Audit engagements and other engagements under GAGAS, and has staff that have completed similar reviews at large federal agencies, can these items substitute for QCR reports?

A: If your firm has not issued QCR reports, then please provide any products that you believe will provide us with relevant examples of your prior work. This includes examples of work comparable to the QCR reports described in the RFP.

12. PG 6 (Section VIII A.5) – Are any positions considered Key Personnel? Should resumes be provided for each position the contractor proposes on this engagement?

A: The senior staff should be considered key personnel. Junior staff will be considered informational. Please provide resumes for each position. DAVE/AUDIT CONFIRM AGREEMENT

13. PG 6 (Section VIII B.1) – Can LSC provide an estimate of hours per a QCR based on past completed QCRs?

A: Resumes are not included in the 10-page limit. Past performance should be included in the 10 page limit.
