II. DESCRIPTION OF RFP

Introduction and Background

The City of Sun Prairie Wastewater Plant (City) is a 4.4 mgd conventional activated sludge plant with biological phosphorus removal, primary and secondary clarification, grit removal, anaerobic sludge digestion, belt filter press dewatering, and ultraviolet disinfection of effluent. The City is seeking qualified contractors to perform cleaning of an anaerobic digester of all liquid, sludge, grit, grease and debris. This material is to be land applied at approved DNR site(s) per Wisconsin Administrative Code (Chapters 110 and 204). The Contractor is responsible for procuring the approved DNR sites as part of contract services and meeting all environmental laws which may apply.

The treatment plant utilizes two primary anaerobic digesters each with a capacity of around 260,000 gallons. Both digesters have floating covers with the north digester having a gas holding cover. The south digester was cleaned in 2016 and the north digester is scheduled to be cleaned in 2020. This is the first time that the digesters have been cleaned since being rehabbed in 2006.

Anaerobic Digesters

The general specifications for the Primary Digesters are as follows: interior diameter of 50 feet;

normal side wall height of liquid at 18 feet; total volume of approximately 260,000 gallons. Pertinent construction drawings for this digester are available on request.

The City’s wastewater treatment plant treats municipal wastewater collected in the service area. The digester treats sludge from the primary clarifiers, and thickened sludge from secondary clarifiers.

This digester has a floating cover and an operating volume of 260,000 gallons. The digester contents are mixed using chopper/mixing pumps with two sets of nozzles located inside of each digester.

The digester has sludge re-circulation pumps used in conjunction with heat exchangers. The heat exchangers are fed hot water using hot water circulating pumps. The sludge circulating pumps are set up to take sludge from the digesters and pump it through the heat exchangers.

Digester Environment

Until the digester is thoroughly cleaned and ventilated, there will be hazardous gas present. This is a combustible gas, composed principally of methane and could become combustible/explosive with a certain mixture of air. Other gases that could be present are hydrogen sulfide and low oxygen levels.

The Contractor must comply with all Wisconsin Department of Commerce, Rules of the Industrial Commission of Safety, and all applicable OSHA Standards safety requirements.

The following is a listing of potential digester contents that will need to be removed: hair/scum blanket, mixed digester sludge, plastics, grit, silt, sandy deposits, rags, and other residue normally remaining from digester operations. Please be aware that this is not a complete listing of the contents. The Contractor is responsible under this work to remove any materials contained in the digesters.

Activities of the Owner

The treatment plant’s operation strategy is to maintain the treatment processes in order to meet our Discharge Permit and to minimize impacts to the surrounding community. The City reserves the right to stop or postpone the work if odors become objectionable or if there are other adverse impacts on plant operations due to removal of digester contents, dewatering, discharge of return flow, material disposal or cleaning. No additional compensation will be paid to the Contractor because the City stops or postpones the work for these reasons.

Scope of Work

The Scope of Work shall include, but not necessarily be limited to the work described herein. The Contractor is encouraged to identify alternative approaches that would improve the efficiency and/or cost effectiveness of the project.

Services Provided by Owner at no Cost to Contractor

Provide pumps and hoses to pump digested liquids, solids, water used for cleaning, and debris from the anaerobic digester to tanker trucks.

Provide trucks to haul grit, rags and other materials that not cannot be land applied to State of Wisconsin licensed landfill site.

Provide portable generator including any conductors, safety devices, circuit breakers, etc. for powering pumps, ventilation equipment and any other electrical equipment used for cleaning digester. Owner may consider working with the contractor to provide on-site power.

Thoroughly clean the digester domes, interior walls, interior piping and slab. Cleaning shall be such that digester sludge material and debris has been removed from structural and equipment surfaces in the digester. The interior will be inspected by the City and the Contractor before this work is deemed complete. Cleaning should not be so vigorous that protective coatings on the interior surfaces are damaged or removed. If there is evidence that the cleaning efforts are impacting the condition of the protective coatings, the Contractor shall consult with the City before proceeding.

Provide all miscellaneous tools and equipment including, but not limited to, ladders, ventilation equipment, lights, confined space entry safety equipment, confined space entry attendants, etc.

Provide crane or other equipment needed to lift and remove pumps or equipment used to clean digester.

Work area shall be taped off with Contractor being responsible for ensuring a safe working environment within the taped off area.

Within fifteen (15) days of the completion of this project, Contractor shall provide the City with all information regarding land application including landowner information, location, soil testing, biosolids application rates, daily log sheets, nutrient calculations and any other information requested by the City that may be needed for completion of WDNR Annual Biosolids Application Reports.

If Contractor fails to perform its obligations, the City may terminate this contract upon ten (10) days written notice.

Requirements Prior to Mobilization

Provide City with names and addresses of approved WDNR sites where digester content will be land applied.

Provide City with written procedure for cleaning digester and time schedule for starting and completion of project.

Provide the City with spill containment plans for both on-site activities and hauling digester material to approved WDNR site(s). Spills of any nature caused by the Contractor shall be controlled and cleaned immediately.

Safety Considerations

The Contractor shall at all times maintain safe working conditions for his employees, and for the City’s treatment plant staff working in other areas of the treatment plant. The Contractor will be working in a CLASS 1, DIVISION 1, GROUP D HAZARDOUS AREA.

The Contractor shall at all times perform the necessary work in compliance with all local standards pertaining to work in confined spaces and all other applicable OSHA standards. In addition, all rules and precautions to prevent unsafe fire and explosive hazards will be strictly enforced. All applicable local ordinance, codes, rules and regulations shall also be followed.

Before any work is permitted in the digesters, provisions shall be made by the Contractor for emergency entry and exit.

During the Contractor’s cleaning process, the Contractor shall provide blower-induced ventilation of the digesters in sufficient quantity to meet applicable requirements. Blowers and gas monitoring must be in operation at all times that work is being performed in, on or around the digester.

Odor Control

Odor control will be a significant mutual concern of the City and the Contractor. In the event an odor problem arises as a result of the digester cleaning, the Contractor shall take all action necessary to abate odor at no additional cost to City. The Contractor shall conduct their work in a way as to minimize odors 24 hours a day while the cleaning work is underway. The City defines odor to be a problem when it is detectable outside the treatment plant fenced area.

The City reserves the right to stop or postpone the work if odors become objectionable.

Cost and Payment

Cost for cleaning the digester shall be lump sum cost based on digester liquid volume of 90,000 gallons. If rags and inorganic debris are found present, this material is not suitable for land application and will have to be hauled to an approved land fill. All costs associated with debris to be hauled and landfilled shall be Contractor’s responsibility. It is estimated that approximately 10 cubic yards of rags and inorganic debris may be present.

The Contractor shall invoice the City within thirty (30) days after work has been completed. The City will make payment within thirty (30) days of receipt of invoice.

Work Week

Work is to be performed Monday through Friday between the hours of 6 AM and 6 PM unless approved by the City. No work will be allowed on Saturdays unless approved by the City. No work shall be allowed on Sundays.

Cleanup

Before acceptance of this project, the Contractor shall clean the worksite and all grounds occupied by any temporary structures, equipment, materials or other areas used in connection with the work performed. These areas shall be left in a presentable condition equal to condition of site prior to start of work. All costs associated for the cleanup shall be Contractor’s responsibility.

Completion of Work

All work related to cleaning the digester shall be completed within 60 days from date of Notice To Proceed. Failure to complete this project within this time period, will result in daily forfeiture of $300/day. The City may extend completion date due to inclement weather conditions.
