STATEMENT OF WORK
2020 Gila Toilet Pumping Services Gila National Forest
Project Scope: Work for the Gila NF Forest-wide Toilet Pumping shall include all labor, equipment, and tools necessary to pump all waste in identified toilets as well as backhaul of all waste materials and proper disposal thereof. This project will be unique due to its scope wherein the entire Gila NF will be serviced.
There are remote areas and rough roads that will need to be navigated. Contractor shall consult COR and/or identified Forest District Point of Contact (POC) to coordinate access toilets.
General scope of work for toilet pumping shall include removal of trash from toilets before pumping, hydrating of toilets with 100 – 200 gallons of water/toilet, and the chemical treatment of each toilet. All waste shall be legally disposed off forest unless otherwise directed by forest. All toilets to be serviced and the frequency of service are listed in the attached spreadsheet. Contractor shall be responsible for all health and safety protocols. Any costs for damage caused by contractor shall be assumed by contractor.
Due to remote locations, it is preferred to coordinate service to groups of toilets within a general location as determined in consultation with COR and/or Forest District POC. Any additional work identified will require COR approval prior to commencement of work. Any costs for damage caused by contractor shall be assumed by contractor. Contractor is highly encouraged to understand and inspect the true remoteness and challenges. This project may pose logistical challenges due to the unique location.
Background: Per agency contracting protocol, it has been determined that toilet pumping is a recurring service. All recurring services of this magnitude require a contract in place. The Gila NF Recreation Program provides access to public lands and restroom facilities with over 100 toilets across the forest.
Due to the extreme remoteness of some of the recreation facilities, it is paramount that all work be performed to the highest standard to ensure quality toilet facilities for the public that meet health and safety standards.
Locations: This project will take place across the Gila National Forest and each toilet is identified on the attached map. Access to toilet is by way of both paved and remote dirt roads. Winter access can restricted due to extreme winter weather. Service times will be coordinated with the COR and/or the District POC to plan around extreme weather events including active fire and fire response operations.
Some of the toilets are seasonally maintained, and commonly have obstacles such as fallen trees which must be mitigated by traveler. In such cases Contractor shall consult COR and/or Forest District POC
