LIMITED SOURCE JUSTIFICATION
THIS ACQUISITION IS BEING CONDUCTED UNDER THE AUTHORITY OF THE
MULTIPLE AWARD SCHEDULE PROGRAM
AMAZON WEB SERVICES PROFESSIONAL SERVICES
Justification Control Number 20-59
1. CONTRACTING ACTIVITY.
United States Transportation Command (USTRANSCOM) Directorate of Acquisition, TCAQ-D
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.
One firm-fixed-price task order for Amazon Web Services (AWS) Professional Services
3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS.
USTRANSCOM has a requirement for AWS “Blue Badge” Professional Services to support 23 uniquely developed legacy Government owned/operated systems by helping to solve existing cyber security and compliance issues in the AWS GovCloud environment. For all tasks, the contractor shall provide Amazon Web Services (AWS) “Blue Badge” Professional Service Consultants that have access to a variety of AWS proprietary resources – including AWS source code, AWS product development teams, and AWS engineering teams. The contractor shall provide access to proprietary, non-public products developed by AWS engineering teams related to current and future services, features, and functionality.
The estimated total value of this acquisition is .
The approximate period of performance is 30 September 2020 – 29 September 2021.
4. AUTHORITY AND SUPPORTING RATIONALE AND A DEMONSTRATION OF
THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE
REQUIRED SUPPLY OR SERVICE.
FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
USTRANSCOM requires AWS “Blue Badge” Professional Services.
The use of AWS Professional Services is essential to the Government’s requirements because only AWS can currently meet USTRANSCOM’s requirements for a cloud-based professional services solution. Specifically:
Utilizing AWS “Blue Badge” Professional Service Consultants enables USTRANSCOM to have a direct interface with AWS ancillary teams (DoD RMF and Cyber Assurance).
The AWS Professional Services engineers have access to proprietary information with regard to their services and technologies to address RMF control test results on demand.
That immediate feedback enables rapid configuration changes to resolve vulnerabilities.
AWS is the only vendor able to provide the required AWS “Blue Badge” Professional Services for the USTRANSCOM AWS GovCloud Environment.
5. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER
THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR
8.404(d).
The contemplated task order represents the best value to the Government consistent with FAR 8.404(d). GSA has already determined the prices of fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. The Government intends to seek additional discounts to the published GSA schedule prices.
6. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON
MARKET RESEARCH WAS NOT CONDUCTED.
Market research for this requirement was conducted IAW FAR Part 10. A review of various schedule holders’ contracts revealed that only AWS provides AWS Professional Services. Over-the-phone conversations and email exchanges with a small business also support this assessment.
Although other schedule holders offer professional services, they do not possess the unique qualifications to provide the required service as outlined in Section 4 above.
7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.
N/A
8. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED
CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE
SUPPLIES OR SERVCIES IS MADE.
USTRANSCOM intends to maintain an AWS CSO until such time that it is able to migrate to the JEDI awardee’s CSO. USTRANSCOM will continue to monitor the JEDI situation until such time that we are able to place orders against JEDI.
