SYNOPSIS

Description:
The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates issuing a solicitation for Stevedoring and Related Terminal Services (S&RTS) at the South Carolina State Port Authority facilities at the North Charleston Terminal, Georgia Port Authority at the Garden City and Ocean Terminals in Savannah, Georgia and at the North Carolina Port Authority at the Wilmington and Morehead City Terminals in North Carolina. The Government intends to offer a single, fixed rate schedule IDIQ contract with a 5-year ordering period to the responsible vendor whose proposal conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Proposal (RFP). The contract will include FAR clause 52.217-8, Option to Extend Services, to possibly extend the period of performance and additional six (6) months. The Period of Performance for this requirement is: 01 July 2020 – 31 December 2026.
Basis for contract proposal award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting By Negotiations procedures. Proposals will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration for contract award. Award will be made on the basis of lowest evaluated price of the proposal whose technical factor is rated “acceptable”
A RFQ should be available on Beta.SAM.Gov. on or about 12 March 2020. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ-R.
