IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
TBMCS FL provides the Combat Air Forces (CAF) and the Joint/Combined Forces with an automated and integrated capability to plan and execute the air battle plan for operations and intelligence personnel at the force and unit levels.
TBMCS FL provides the air commander with the means to plan, direct, and control all theater air operations in support of command objectives and to coordinate with ground and maritime elements in the same operation. When TBMCS FL is installed within the Air Operations Center (AOC), it allows the Air Tasking Order (ATO) and the Air Control Order (ACO) to be executed.
IRIS products were implemented to handle complex structured data, messaging and interoperability, needed to map between the United States Message Text formats (USMTF) and the NATO ADatP-3 message format. The messaging is used to generate the Air Tasking Order (ATO) and the Air Control Order (ACO). IRIS maintenance is required to stay updated on a regular basis to obtain updates and/or patches to meet CyberSecurity requirements.
In 2018, TBMCS FL 1.1.3.5.0, Maintenance Release 5 (MR5), was in development in parallel with the fielding of MR4 and upgrades to Windows Server 2016 and Exchange Server 2016 were included. The upgrade to Exchange Server 2016 was included due to Exchange Server 2010, End of Extended Support was 14 Jan 2020. The upgrade to Exchange Server 2016 required an upgrade to Windows Server 2016, which is a prerequisite. Based on the upgrade to Exchange Server 2016, IRIS Organizational Messenger (IOM) v 2.3 SP3 was not compatible with Exchange Server 2016. The Original Equipment Manufacturer (OEM), Systematic, was under a Technical Support contract and developed IRIS Message Profiler specifically for the USAF, TBMCS FL MR5.
AFLCMC Cyber Systems Engineering Division (EZC) provides the accreditation, which gives the Government its Authority to Operate (ATO). TBMCS FL has been in sustainment since 2007 with no ability to modify functionality or design outside of the parameters of maintaining CS accreditation. During the development stage of TBMCS FL 1.1.3 in the early 2000's, commercial vendors were solicited and evaluations were performed to determine the best overall baseline solution. Specific products were tested and accredited as the standard baseline for TBMCS FL and required to assure standardizations and continuity throughout TBMCS FL. While other brands may produce similar products, the TBMCS FL as a whole has been through Developmental Testing (DT), Operational Testing (OT), and CS accreditations from AFLCMC/EZC, using the specific brand name products and models. Any brand name or model change to the tested configuration requires further engineering analysis, design and development that the TBMCS FL program is not funded for. In addition, baseline changes could result in additional DT and OT, which will invalidate the existing AFLCMC/EZC CS accreditation. The resulting delay incurred through additional testing, revalidation, and CS accreditation would extend the development cycle for the next TBMCS FL baseline releases and therefore incur costs. The TBMCS FL program is now in sustainment with no authority or funding to introduce new products or baseline changes.
Any movement away from the highly specialized products that have been integral to TBMCS FL during the sustainment phase of the program would drive the need for a new engineering solution comparable to a new Maintenance Release (MR).
MR's historically having a cost of for engineering, testing and accreditation. Typically a MR from conception to fielding decision takes 24-36 months. The TBMCS FL PMO is basing this on cost and schedules from MR1 & MR2 that had been developed, tested and fielded.
IRIS software has been one of the main components of the TBMCS FL infrastructure over many years. TBMCS FL is currently in the Sustainment phase of its life cycle. In order to keep ongoing product support active for the IRIS products including legacy IRIS products and versions and Message Profiler, necessitates IRIS maintenance be renewed sole source with the OEM, Systematic, to keep its system software and infrastructure up to date to meet CyberSecurity requirements.
IRIS Technical Support is required to assist USAF with technical assistance in developing a license migration strategy and prototype to a cloud environment. The OEM, Systematic, is the only provider of this support.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

VI. Description of the market research conducted and the results, or explain why market research was not conducted.
The GSA FSS MAS contracts are long-term government wide contracts with commercial firms providing federal, state, and local government buyers access to more than 11 million commercial supplies (products) and services at volume discount pricing. Systematic confirmed that the GSA FSS MAS Systematic contract provides the lowest pricing compared to pricing available under NASA SEWP.
A Request for Information (RFI) was posted to NASA SEWP with no responses.
Market Research supports that only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
VII. Other facts supporting the justification.
None
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
Seeking competition outside of the FSS or synopsizing orders is not required. The CyberSecurity (CS) requirements are driven by DoD cyber initiatives and the configuration of the baseline cannot be manipulated to accommodate other than brand name equipment.
At this time, alternative products are not approved on the TBMCS-FL MR4 and MR5 baselines that will meet the AF C2 AO accreditation requirements. Currently, the program office expects to stay with IRIS products and support for the foreseeable future.
