About this file
This document is a Request for Response (RFR) issued by the Commonwealth of Massachusetts Executive Office of Health and Human Services Department of Mental Health (DMH) for a DMH Client Grocery Purchase Master Agreement. The purpose of this procurement is to establish a Master Agreement (MA) consisting of pre-qualified vendors that will allow DMH staff and clients to purchase groceries, personal care products, and household items at the vendors' stores for state-operated group living environments and emergency purchases for DMH case-managed clients. The MA will be an open procurement from the available date until June 30, 2023, with five one-year renewal options. DMH expects to make multiple contract awards as a result of this RFR.
The RFR outlines the vendor qualification requirements, including entity, fiscal, and liability coverage criteria. Vendors must be able to serve at least one Massachusetts county or operate statewide. The RFR also specifies the allowable and prohibited items for purchase under the MA. Vendors must agree to invoice the appropriate DMH Area directly and are encouraged to participate in the Commonwealth's Prompt Payment Discount initiative. Vendors responding to the RFR must complete and submit various required forms, and their responses will be evaluated by a review committee within 90 days of submission.
