About this file
This Invitation to Bid (ITB) is issued by the State of Michigan Department of Natural Resources (DNR), Wildlife Division, for the production of embroidered commemorative patches for the 2019 deer hunting season. The patches will be distributed to hunters who participate in Michigan's yearly deer check program, which has been in operation since 1972. The DNR requires 60,000 patches measuring 5 inches wide by 3 inches tall (plus or minus 1/8 inch) featuring the DNR logo in black with PMS 347 green lettering, state silhouette in PMS 128 yellow, and an orange merrowed edge. The successful contractor must submit fabric swatches and thread samples immediately following contract award, with the Project Manager selecting thread colors and approving the final design and thread colors. Pre-production samples must be received by June 15, 2019, and all 60,000 patches must be shipped to the DNR Gaylord Customer Service Center no later than August 15, 2019.
The bid price must be all-inclusive, covering pre-production work, samples, and delivery to the DNR location, with no additional or miscellaneous charges permitted. Bidders must also submit a sample patch demonstrating their quality and detail capabilities. Payment terms are Net 45 Days under Michigan's standard payment procedures (1984 Public Act No. 279), though quick payment discount terms are encouraged and may be considered as a factor in contract award. The recommended contractor must be compliant with Michigan's electronic funds transfer (EFT) requirement under Public Act 533 of 2004 before final contract signature, or the DNR may withdraw the recommendation and award to an EFT-compliant vendor instead.

STATE OF MICHIGAN
Department of Natural Resources Procurement Services Invitation to Bid Embroidered Patches – 2019 Deer Management
Wildlife Division
This is an Invitation to Bid for embroidered commemorative patches for distribution to deer hunters who participate in a yearly deer check program. The successful bidder shall produce a patch per attached drawing and meeting Department of Natural Resources, Wildlife Division approval.
BACKGROUND/PROBLEM STATEMENT
Michigan Department of Natural Resources (DNR), Wildlife Division gathers data and performs statistical evaluations on deer harvested during hunting season. The evaluations advance Michigan deer management and are used in the development of recommendations to the Natural Resources Commission on potential changes in deer hunting regulations. Deer check stations are established throughout the State where hunters may take deer for evaluation. To acknowledge participation in the program, an embroidered “Deer Patch” is given to hunters whose deer are checked and evaluated at the stations.
Since 1972, a new patch is designed for each hunting season. The yearly patch has become an important component of the success of the deer check program. Patches have become collectibles and hunters expect to receive a patch when visiting a check station.
