Solicitation 2018-N-67829-Questions and Answers

1. Section B, Page 2:

What does the term "unit price" represent? Is it the price of each smaller deliverable in the period of performance? My confusion is that a unit price would be the base for the extended price which is calculated based on unit price multiplied by the number of units. Should this be an hourly rate that covers all deliverables for the year?

The unit here is the entire job (1 Job), the unit price and extended price will be the same

2. Section C, Page 6:

When it is said that "the contractor MAY request performance based payments", does this mean that there is an alternative?

This will be a performance based contact. The alternative is getting paid after all the work has been completed at the end.

Section C, Page 6:

What constitutes a major activity vs milestone event? Page 40 requests a budget for each "major activity" whereas page 6 asks that invoicing be done according to a "milestone event".

The offeror shall propose the milestone payment chart based on the deliverable schedule and /or other milestone events as identified by the offeror. Please see Amendment 0001 to the Solicitation regarding the milestone payment chart in the RFP. Please also see the updated Business Proposal Instructions in Section L.

3. Section L, Page 40:

It requests "budgets for each major activity". Is this asking for separate budgets for each task and if so, how does that relate to section B?

Please see the updated Business Proposal Instructions in Section L. Your business proposal is a breakdown of your proposed cost listed in Section B.

4. Section C, II Purpose, Page 3:

The definition of a Responder that is provided mirrors the language generally applied to survivors. Is there now a more broad interpretation of "responder"?

This was an error in the Solicitation. Responders include persons who provided rescue, recovery, demolition, debris removal, and related support services in the aftermath of the September 11, 2001, terrorist attacks in NYC. For a full list of responders eligibility, definition breakdowns can be found under the apply tab (Eligible Groups) t the website: https://www.cdc.gov/wtc/apply.html .

Please see the updated language in the revised Solicitation.

6. Section C, Re: Task 3: “Develop 3 resources per year”, Page 4:

What materials are they referring to that have been previously developed by the WTCHP that are in need of Spanish translation?

It will be up to the offeror to determine which materials they want to use in their activities that need translating. It may be the newsletter, fact sheets, or webpages that have not yet been translated.

7. Section C, “Re: Task 2”, Page 3:

Do the 5 organic/newly developed messages have to be different per channel or can they be the same 5 newly developed messages? In other words, are there 10 total newly developed messages across all channels/platforms per month or 5?

5 new messages but they have to be posted 10 times per month

8. I have questions about the opportunities posted under the following solicitation number 2018-N-67829 Combined Synopsis/Solicitation - on FBO. Could you please provide the incumbent contract number? If not, is this a new requirement?

The incumbent contract numbers are:

200-2016-91575 200-2016-91700 200-2016-92278 200-2016-92279

9. We understand that each RFP is expected to be a firm-fixed price contract. We may have missed it in the write-ups but did not locate the amount of funding available – either individually by RFP or in aggregate.

The Government will not provide the amount of funding available for this RFP.

10. Task 5 provides details for 2 outreach and education events per year targeting English-Speaking responders, however on Task 6, it mentions only 1 outreach and education event per year targeting Spanish-Speaking Responders. Please confirm the number of outreach events per year targeting Spanish-Speaking Responders.

There will be two outreach events per year targeting Spanish-Speaking Responders. Task 6 requires one outreach event per year targeting Spanish-Speaking Responders and Task 7 requires one outreach event per year targeting Spanish-Speaking Responders.

11. Task 6 and 7 – is there a preferred location for the events?

No.

File details come from the government source that posted it.
