Questions and Answers (Q&As)

Solicitation No. 2018-N-67781

1. QUESTION: I was curious if this was a follow-on requirement. If so, would it be possible for you to provide the incumbent information (we need the contract number and contractor).

ANSWER: Incumbent is Knight Architects, Inc., 2358 Perimeter Park Dr., Suite 350, Atlanta, GA 30341. Contract Number: 200-2013-55896

2. QUESTION: I am writing for clarification on the IDIQ for A&E Design Services, Solicitation #2018-N-67781, specifically criteria #5 – Location. The verbiage states that “[o]nly prime firms and their major consultants…having established production offices within a fifty mile radius of the CDC Roybal Campus…will be considered for this procurement,” but then it seems to have a point structure attached to it. Are you only considering firms within 50 miles, or are outside firms allowed to submit a proposal, but will not receive the location points? Any clarification would be appreciated.

ANSWER: The intent of the criterion is to award 10 points to firms within the 50 mile radius and 0 points to those outside that radius.

3. QUESTION: Although noted as 100% small business, is the Lab Consultant also required to be a Small Business?

ANSWER: The prime contractor must be a small business and perform at least 51% of the work requirement. The Government has no privy of contract with the prime’s consultants.
