Statement of Work #2018-20491 Period of Performance: 2 years from DOA Title: Intelligent Machine Safety Monitoring System
SECTION 1 – BACKGROUND: Each year thousands of workers are involved in accidents related to machinery entanglement.
The contracted work described below will have the vendor develop and test a system of sensors and software to monitor the status of machinery thus improving situational awareness and reducing machinery entanglements.
SECTION 2 – PURPOSE: The aim of the NIOSH research project that requires this contract assistance, is the application of current RFID (radio frequency identification) and wireless communication technologies to monitor safety-related parameters, which can be used to improve the lockout/tagout (LOTO) processes used in the maintenance of heavy machinery and electrical systems in the mining industry. The project will entail the development and field testing of a fully autonomous remote monitoring system that will sense specific conditions such as the placement of machine guards or the presence of a “smart” padlock and will transport that information via wireless to a series of embedded computers that will also act as wifi servers to mobile devices. The mobile devices and conveniently placed fixed monitors will contain apps that are updated by the sensor data. The data will also be backhauled to a remote server for remote viewing on long term storage. The apps will also enable mine workers to use a tablet, phone or PC to populate a form, thereby planning the lock out of the machinery. This form submission will also provide useful data that can easily be referenced later. These front apps and the back end programing will be completed by NIOSH.
SECTION 3 – SCOPE OF WORK/TECHNICAL REQUIREMENTS: For this work the vendor will not have access to government facilities, nor will the vendor will not have access to government IT systems.
The system developed by the vendor in collaboration with NIOSH will employ web based apps to enable viewing of real time machine status via a tablet, phone or PC. The web apps will also enable mine workers to use a tablet, phone or PC to populate a form, thereby planning the lock out of the machinery. This form submission will also provide useful data that can easily be referenced later. The system will feature alarms, for example, in the event that machine guarding is removed without instating proper LOTO via the electronic planning forms, an alarm will be “sounded”. The alarm will take the form of email and text messages. Additionally alarms will be raised when critical access points are breached without the appropriate planning.
To monitor the guarding, access points and lock placement we will utilize a network of wireless sensors nodes. These nodes will be autonomous and provide at least one year of autonomy. The nodes will report the status of machine guarding, the breaching of access points, the conveyor on/off status, info on the status of the MCC switches, and temperature of bearings and rollers. Each node will also report on the battery voltage and network health. The nodes will provide a time stamp indicating the last report time. These nodes will report and the aforementioned data to a gateway. The gateway will be connected to embed single board computers that act as local wifi servers. The local wifi servers will serve user friendly webpages with links to each conveyor being monitored and will display real-time sensor data.
The apps will be developed by NIOSH and field tested by the vendor. Moreover, the gateway will also be connected to a remote server by way of a 4g connection using an industrial 4g router. All the hardware needed will be provided by the vendor and will be the property of the vendor. The vendor and NIOSH will work together to provide training to the workers employed at the field sites.
This contract will provide expert assistance toward the selection, design and performance evaluation of various technologies aimed at monitoring machines, guards and lock out tag out systems under field conditions. Additionally the vendor will use industry contacts to establish several large field sites with conveyors to monitor. The installation of the sensors will be overseen by the vendor with the assistance of NIOSH. The software will be developed under a separate NIOSH contract and in house by NIOSH.
The work will comprise six tasks. During each task, the vendor will communicate approximately bi-weekly with the NIOSH contract officer, and will provide updates on work completed. The vendor will invoice NIOSH approximately each month during the contract period. Following are descriptions of the tasks to be undertaken, leading to the deliverables described below. Additionally the vendor will provide the required consumables.
SECTION 4 – TASKS TO BE PERFORMED:
Task
Objectives
Duration
1: Consulting
Provide expert assistance in identifying the worker hazards, and designing a monitoring system to reduce the hazards
2 years
2: Design Guard/Gate Monitoring System
Determine most suitable sensor technology to autonomously monitor the presence of machine guarding and gates. Must stream data to the larger safety system thus allowing for comparison to submitted electronic planning forms that are a part of the software being developed by NIOSH.
2 years
3: Design Roller and Pulley Bearing Temperature Monitoring System
Determine most suitable sensor technology to autonomously monitor temperature of conveyor bearings. Must integrate with the LOTO system in an overall situational awareness dashboard. This system will be designed with the assistance of NIOSH. Must be capable of monitoring all guards on large remotely located conveyors
2 years
4: Training
Develop a tool to train stakeholders on the use of the entire safety monitoring system. This will require visits to the install sites to determine the relevant training materials. Ultimately electronic training content will be provided, this will be available from the vendor and posted on YouTube
2 years
5: Provide consumables
This will include a remote server, 10 gateways and 30 nodes, 10 embedded single board computers which will double as local wifi servers and 4 hardened tablets that likewise will double as local wifi server. 4 industrial grade wifi routers The consumables must work with the software being developed by NIOSH. All the hardware needed will be provided by the vendor and will be the property of the vendor.
2 years
6: Provide field sites
2 separate field sites each with at least 1 mile of conveyor at each site. This will include making all arrangements with mine staff, installing monitoring hardware, and evaluating performance of the monitoring system
2 years
