SOLICITATION, OFFER AND AWARD 201800524
QUESTION AND ANSWER DOCUMENT #1
Attention Offerors:
The following are answers to questions received from potential Offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Is there an incumbent for this solicitation? If so, did the predecessor auditor identify deficiencies / findings?
ANSWER: TFC Consulting is the last firm to perform the IPIA Audit of CFPB. There were no recommendations as a result of that audit. The audit is posted publicly and the link to it is included in the SOA.
2. Why did the Government choose to post this solicitation through FBO (FedBizOpps.Gov) in lieu of GSA eBuy?
ANSWER: The Federal Reserve Board is a quasi-federal agency. The FRB has the ability to make purchases that are in accordance with GSA Schedule contracts, but does not purchase directly through GSA eBuy.
3. Would the Government please provide the estimated level of effort for this engagement?
ANSWER: The FRB does not provide estimates for competitive solicitations.
4. Is there a firm that currently performs services for the Board or Bureau that are similar in scope to this solicitation?
ANSWER: There is no active contract for these services. Please refer to Question 1 for the information on the last vendor who performed these services.
5. The solicitation mentions that these audit services were previously performed in 2014.
Could you share the incumbent contractor / contract number for that procurement?
ANSWER: The audit performed in 2014 was done internally by the FRB’s OIG.
6. Page 11 of the solicitation, offer and award 201800524 indicates that primary work will be performed at the Bureau and that work that can be performed off-site may be performed at the Contractor’s offices within the Washington, DC metropolitan area. Is work able to be performed at offices outside the Washington, DC metropolitan area or is the Contract limited to organizations within the DC area?
ANSWER: The FRB is looking for vendors in the DC area that will be able to respond quickly to any need for in person special meetings at the FRB and/or CFPB. In addition, the FRB does not have a travel budget for this effort.
7. SOA 201800524, Section L.12., Volume II Technical Factor 1.c. states: “Key personnel shall have a minimum experience of three (3) years conducting GAGAS-compliant audits.” Does Government include GAGAS-compliant A-123 work in its definition of GAGAS-compliant audits?
ANSWER: Yes.
8. In SOA201800524 L.9 FOCUSED ALTERNATIVES, it states: “Alternate proposals aimed at satisfying specific elements of the Board's overall requirements in a unique or alternative manner will be permitted…” Will the government consider proposals that expand or limit the scope of the audit?”
ANSWER: No.
9. In SOA201800524 Section C1, page 6. Please confirm, is the “ Independent Accountants’ Report on the Bureau Civil Penalty Fund’s 2017 Compliance With the Improper Payments Information Act of 2002, as Amended” the first such report on the Civil Penalty Fund that was prepared by an independent firm?
ANSWER: Yes, all OIG reports are posted at this searchable website https://oig.federalreserve.gov/reports/2018cfpb.htm.
10. In SOA201800524 Section C1, page 6. Will the agency share the results of the risk assessment of the Civil Penalty Fund executed in FY 2015?
ANSWER: Yes, this can be shared with the successful Offeror after award.
11. In SOA201800524 Section C7, page 11. We understand that work will be performed at OIG’s facility in Washington, DC, and that the Contractor shall provide the laptops and other computer equipment necessary to perform this Contract. How will the Contractors be provided with access/information to agency financial systems and information on the Civil Penalty Fund?
ANSWER: The OIG will provide access and information as well as arrange meetings with the Civil Penalty Fund’s officials.
12. As of the year ended September 30, 2017, what was the balance of the Consumer Financial Civil Penalty Fund (Civil Penalty Fund)?
ANSWER: Please review the “Financial report of the Consumer Financial Protection Bureau” posted at https://oig.federalreserve.gov/reports/2018cfpb.htm https://s3.amazonaws.com/files.consumerfinance.gov/f/documents/cfpb_financial-report_fy17.pdf
