Questions & Answers

Tool and Resource Development Addressing Heart Disease and Stoke for the CDC Workplace Health Resource

Center

RFQ 2017-Q-67185

Question 1: Is there an incumbent contractor? If yes, what company?

Answer 1: No. There is no incumbent contractor.

Question 2: What is the government’s independent cost estimate for the project?

Answer 2: The government will not release the independent cost estimate for this project. Offerors are to price their quotes based on their approach to performing the work.

Question 3: Page 2, Section IV. A.1.C. Will the CDC provide any speakers for the webinars/podcasts?

Answer 3: No. CDC will not provide any speakers for the webinars/ podcasts. CDC may be able to recommend a

CDC subject matter expert depending on the topic/focus of the webinar/podcast. However, it may be appropriate to also have an external employer, researcher, or other subject matter expert deliver the message. CDC can recommend additional external subject matter experts as well. Employers tend to listen best to their peers.

Question 4: Page 2, Section IV. A.1.C. Provide an approximate number of minutes for each webinar/podcast.

Answer 4: Employers and wellness practitioners respond best to small, bite sized chunks of information. Webinars should be no longer than 30 minutes. Podcasts should be in the 3-5 minute range and focus on a single issue or strategy.

Question 5: Pages 4-5. Considering the numbers of materials to be produced, the webinars, and approvals required, a 1-year timeline seems a bit short; would the government consider creating a more extended base period?

Answer 5: No. An extended base period is not an option.

Question 6: page 4, 19. The project performance period is listed as a Base Year (with a potential option period of 6 months listed on page 19). With the option period, would the government be considering a no cost extension or extension with cost modification?

Answer 6: All deliverables shall be delivered within a set period of performance. The government may extend the period of performance in order to complete the project. If the delay is caused by the contractor, the government should receive a consideration (a reduction in price/ additional deliverables, etc.)

Question 7: Page 2, A1d Case Studies. Does the CDC have several employer case studies in mind, already or would the vendor need to identify these?

Answer 7: No. CDC does not have a preconceived ideas of potential case studies. The vendor should present options for case study subjects who are excelling in workplace health efforts around heart disease and stroke prevention.

Question 8: Page 2, B2A3 Does the CDC require testing of all materials or just some of them otherwise the key concepts?

Answer 8: CDC requires testing of just the key messages. The vendors shall have expertise and experience in the development of the products regardless of content.

Question 9: Provide an estimate for number of days or weeks for each clearance?

Answer 9: The clearance time depends on the length of the document with larger/longer products taking more time than shorter/smaller products. Typically, 3-4 weeks is needed for clearance. Multiple products can be submitted for clearance simultaneously.

Question 10: Page 3, C1a. Are the “marketing materials” referenced under C1A the same materials noted in A1., the 10 materials, or additional materials?

Answer 10: They are different, additional materials. The materials in A1 are educational, awareness building, skill building, instructional, etc. They are aimed at encouraging and motivating employers to adopt and implement worksite wellness strategies to address heart disease and stroke. Once created, this set of 10 materials needs to be marketed and disseminated. Employers and practitioners need to be made aware of them and why they are important or helpful to their efforts. Additional brief materials (section C1a) would need to be created for this purpose. The “marketing materials” could be a series of tweet to promote the main set of materials or promotional flyers, eblasts, etc.
