0002 NIOSH 9208 User Check. In accordance with the statement of work.

1 Job

The services contemplated under this contract are considered to be an other function as defined by the Office of Federal Procurement Policy in OFPP letter 11-01 and by HHS in Acquisition Policy Memorandum 2012-01.

Statement of Work

Title of Project: User Check for proposed NIOSH 9207 and 9208.

Background and Need – Prior to publication in the NIOSH Manual of Analytical Methods (NMAM), all submitted methods are required to undergo a User Check, or a secondary laboratory validation. This acquisition is being pursued for two proposed methods that were developed by a source external to NIOSH. The methods are NIOSH 9207 – Naled, malathion, resmethrin, and sumithrin on wipes; and NIOSH 9208 – Captan and tetrahydrophthalimide on wipes.

Project Objective – The purpose of the acquisition is to fulfill all the requirements of a User Check as set forth by the NMAM Team. The results of the acquisition will be an independent review and validation of the proposed NIOSH methods which will allow their publication in the NMAM and increase their dissemination in the scientific community.

Scope of Work – For each method, the contractor will review the method and its backup data report. The contractor will set up the method as closely to as written as possible in their laboratory and perform enough experiments to ensure adequate levels of analytical precision and accuracy, including those to determine limits of detection and quantitation. The contractor will purchase all chemicals and supplies required for the analyses. The contractor will consult with NIOSH on appropriate levels at which to spike the compound onto the User Check wipes. The contractor will prepare 25 wipe samples spiked at the determined levels but blind to the analyst carrying out the analyses of these samples. The contractor will analyze this set of 25 spiked samples. The contractor will report the results of this sample set and all other observations about the method to NIOSH upon completion.

Technical Requirements – The tasks and deliverables involved in this project:

1. Review the method and its backup data report and provide NIOSH with this review. Any technical difficulties or errors found will be discussed and corrected before the contractor sets up the method in their lab.

2. The contractor will set up the method as closely to as written as possible in their lab, consulting with

NIOSH on any and all proposed changes to the method and obtaining permission for such changes from the

Project End User.

3. The contractor will perform a three-run series of experiments to ensure that acceptable levels of analytical precision, accuracy and sensitivity are obtained. These experiments will include calibration curves and recovery experiments among others. The results of these experiments will be reported to NIOSH for evaluation, collaboration, and agreement to proceed.

4. The contractor will consult with NIOSH to determine appropriate levels at which to spike wipes for the blind analysis.

5. The contractor will spike 25 wipe samples (five replicates at five concentrations determined in Part 4.) The contractor will ensure that the amounts spiked are unknown by the analyst performing the final analyses.

6. The contractor will analyze the samples in accordance with the method.

7. The contractor will provide a final report on the method consisting of the results obtained from the samples in Step 6, a final review, comments on ease of use, and any other observations that the contractor deems necessary or interesting.

Reporting Schedule – The reports and deliverables are enumerated in the Technical Requirement section. The contents are as found there and the format will be in a word processing style though the analytical data in Step 4 and the sample results in Step 6 could also be reported as a spreadsheet program, such as Excel.

Laboratory Requirements – Prospective laboratories must be accredited. Accreditation can take the form of Good Laboratory Practices (GLP) or ISO/IEC 17025 through such accrediting agencies as the American Industrial Hygiene Associations (AIHA and the IHLAP) or the American Association for Laboratory Accreditation (A2LA).

Proof of accreditation should accompany the formal quotation proposal. Laboratories will be evaluated by: 1) showing proof of this accreditation; 2) showing that appropriate instrumentation, facilities, and expertise are available to successfully complete the entire User Check; and 3) showing a grasp of the scope of work and the timelines required for successful completion of the project in the submitted proposal/response.

Special Considerations – No special considerations are known.

Government Furnished Property – The government will furnish no property for this project. Copies of the method and its backup data report will be supplied.

References – None outside of supplying the methods and backup data reports. References can be found in the methods if further reading or information is desired by the contractor.

Deliverables – Each deliverable has a quantity of one for each method and is to be delivered to the Project Officer at

NIOSH.

1. A review of the method and its backup data report.

2. Results of analytical experiments showing linearity, limits of detection, precision and accuracy of the method as set up in the contractor’s lab.

3. Results of the blind spiked sample set.

4. Final report and overall review of the use of the method.

Period of Performance: August 1, 2017 – July 31, 2018
