About this file
This document is a 2017 User Guide for Car Killed Deer Services, administered by the Wisconsin Department of Natural Resources through contract administrator Konrad K. Plachetta. The contract operates under Wisconsin Cooperative Purchasing Agreement 66.0301(1), allowing counties and municipalities throughout Wisconsin to utilize this statewide contract for deer carcass removal services on county highways and local roads. The contract period runs from March 1, 2017 through February 28, 2018, and represents a shift in responsibility where the DNR now only handles deer removal on state trunk highways while local jurisdictions manage their respective road systems.
The contract provides three methods for selecting contractors: municipalities may contract with the lowest bidder at base pricing from the attached price list, obtain fresh bids from three or more pool contractors, or for services under $5,000 annually, use their discretion in contractor selection. Counties and municipalities contract directly with service providers, with the DNR serving only in an interpretive capacity. Contractors are not required to accept P-Cards, with checks being the preferred payment method. The contract includes supporting documentation such as contractor contact lists, price lists for selection method one, special contract conditions, and optional deer removal report forms.

Contract Period: March 1, 2017 through February 28, 2018
Recent Statute Change – scope of work: In the past the DNR has been responsible for disposal of deer carcasses on all state, county and local roads. This changed about a year ago so that the DNR is only responsible for disposing of deer carcasses on state trunk highways (Interstate Highways, US highways and State Highways). Responsibility for county highways falls to the county highway departments and local roads are the responsibility of the local municipality. All contractors have signed a Wisconsin Cooperative Purchasing Agreement allowing any municipality under 66.0301(1) to use this contract. This contract may be used by interested Counties or Municipalities to meet the requirements of picking up and disposing of deer carcasses on county and local roads.
Methods for Selecting Contractors: If a county or municipality wishes to use this contract they have the following three methods of selecting a contractor. They may contract with 1. the lowest bidder ($Cost/deer) contractor on the attached price list (contractors may decline to provide the service at this base price but they may not offer an increase in rate for this mthod of selection., 2. Municipalities may approach three or more vendors listed on the Department over-all contract list (Pool Contractors) and obtain fresh bid pricing or 3. If the expected cost of the services is to be less than $5,000/year the county or municipality may use their best judgment to select a contractor.
County and Municipal Contracts: Counties or municipalities may contract directly with contractors. These contracts will be direct relationships between the contractor and the municipality or county. The Department of Natural Resources will not be a direct party of the contracts except to interpret this contract.
Payment Options: The contractor are NOT required to accept P-Cards as part of this contract. Generally checks are the preferred method of payment.
