QUESTIONS AND ANSWERS FOR RFQ 2016-Q-65818

1. Are there required components for the response?

A technical and pricing proposal are required. Furthermore, the proposals should directly address all requirements in the Statement of Work and all of the evaluation criteria.

2. Are there any formating requirements or page limits for the response?

There are no such requirements.

3. Are responses to the commercial clauses in the posting required?

If a commercial clause requires a response, a response to that clause must be submitted with your proposal.

4. Can the government provide a cost or price estimate for this requirement?

The government will not share its cost estimate at this time. However, this procurement action is expected to be under the Simplified Acquisition Threshold.

5. Is it anticipated that contractors would need to be onsite?

No. The contractor is not expected to be needed to be onsite.

6. Do we expect that the contractor procures all licenses involved in this project?

Licenses for HL7 standards will be supported by NCHS. We expect that any expenses associated with other licenses would be part of the contractors expense.

7. How many activity models are covered in the VR DAM?

The contractor should be able to review the current HL7 Vital Records Domain Analysis model to assess the existing activity models.

8. Is the expectation to increase the number of models as part of this project?

We do not anticipate the need for more models; however, this will be part of the assessment that should take place with the updates to the model.

9. Will the contractor be exposed to Personal Identifying Information or Patient Records?

No patient records will be included as part of this work.

10. Does this work relate to any other existing contract?

This requirement is independent of other existing contracts.

11. What is the desired time frame for delivery of the final VR DAM document within the 10 month contract?

The final VR DAM should be delivered towards the end of the 10 month contract period.

12. Will the government provide an extension for final delivery of the updated VR DAM if approval from the HL7 governing body is not gained within the 10 month contract timeline?

If HL7 does not provide approval within the specified contract period, NCHS would offer support in moving the project through the HL7 process. The decision to extend a contract is based on a multitude of factors that are difficult to predict at this time. Options for an extension will be evaluated if needed.
