Statement of Work

TITLE: Respiratory Protection Program Case-Scenario Training Modules

I. BACKGROUND

The National Personal Protective Technology Laboratory (NPPTL) is a division of NIOSH, within the CDC. NPPTL’s mission is to prevent work-related injury, illness and death by advancing the state of knowledge and application of personal protective technologies.

Previous contracts between NPPTL and AAOHN including: (1) RPP1 -Respiratory Protection Survey, Respiratory Competencies and Training Project, and (2) RPP2- Respiratory Protection Training Program for Frontline Healthcare Workers were very successful; however, more work needs to be accomplished.

In the IOM Report “Occupational health nurses and respiratory protection: Improving education and training (Letter Report)” (2011), and in American Association of Occupation Health Nurses (AAOHN) Occupation Health Nurses (OHN) Respiratory Protection Survey (Burgel et al., 2014), it was recommended that case studies in respiratory protection be used as a method for teaching OHNs about how to select the appropriate respirator for employees based on their occupation, their potential exposure to respiratory hazards, as well as their health status. In 2015, the University of Texas team delivered an AAOHN webinar using case studies for respirator selection for workers with various health conditions in various industries, which was well received (Pompeii & Delclos, 2015). There is a need to develop online training modules similar to this webinar content to include more detailed scenarios that are interactive for the OHN participant.

During the past several years, the AAOHN has worked with NPPTL to develop a Respiratory Protection Program (RPP) training module focusing on healthcare workers. This contract is a logical follow on to include not only front line workers but also ancillary healthcare workers, such as housekeepers, dietary staff, maintenance workers and chaplains.

II. PURPOSE

The purpose of this project is to continue to build on prior work by: (1) developing online interactive case studies pertaining to respiratory protection in various occupational settings; (2) developing online respiratory protection training for ancillary hospital workers (abbreviated version of the existing training described above); and, (3) continue to disseminate these training materials across industries and occupational health and safety workgroups.

III. SCOPE OF WORK

The Contractor shall furnish all labor, equipment, materials, and supplies necessary to perform the tasks that follow.

IV. TASK(S) TO BE PERFORMED

Task 1– Develop three case-studies in respiratory protection to foster OHNs ability to apply elements of

OSHA’s Respiratory Protection Standard.

1. Frontline healthcare workers in the hospital setting at risk for exposure to aerosol transmissible diseases while considering different patient-care scenarios (e.g., surgery, inpatient unit; emergency room) and need/use of different types of respirators (focus on N95 and PAPR). Emphasizing various types of CDC precautions (droplet vs. airborne; surgical mask vs. respirator and tie in the requirements for medical evaluation, fit testing and training.

2. Emergency medical response, HAZMAT workers, and various confined space work and the need for SCBA/ Air Supplying Respirators in these various situations. Focusing on why these respirators are needed in these various occupational scenarios and the requirements for medical evaluation, fit testing and training.

3. Manufacturing type work that involves specific tasks/jobs (e.g., painting) that focus on exposure to dust, fumes, chemicals etc., and the appropriate types of various filtering facepiece respirators (e.g., elastomeric, N95, etc). Focusing on appropriate respirator selection, as well as requirements for medical evaluation, fit testing and training.

Task 2 – Develop a 10 minute respiratory protection training module for ancillary healthcare workers that includes essential elements to keep these workers safe, but without the unnecessary details.

Task 3 – Disseminate the existing and newly developed respiratory protection training modules to relevant educational programs (e.g., nursing curricula), industries (e.g., healthcare, and workgroups).

V. GOVERNMENT FURNISHED MATERIALS
