Instructions to Offerors – Commercial Items (Sept 2006)

GENERAL INSTRUCTIONS (NEGOTIATED) (JAN 2000)

INTRODUCTION

Offerors are required to submit both a written technical quote and a price quote to Government Contract Specialist for the purposes of assuring that the prospective vendor is fully cognizant of the scope of this RFQ and has the capability to complete all requirements.

SEPARATION OF TECHNICAL AND PRICE QUOTE

Your proposal must be prepared in separate parts as a) Technical Response and b) Price Quote. Each part shall be separate and complete in itself so that evaluation of one may be accomplished independently of evaluation of the other(s). The technical response should be prepared in reference to the evaluation criteria identified in this section and may be up to ten (10) single-sized pages. The price quotation must include the requirements listed as well as associated pricing.

IMPORTANT NOTE TO OFFERORS:

PLEASE ENSURE THAT YOUR RESPONSE MEETS THE FORMAT REQUIREMENTS AND SPECIFICALLY ADDRESSES EACH OF THE TECHNICAL EVALUATION CRITERION AND THE EVALUATION FOCUS THAT IS INDICATED FOR EACH CRITERION.

PROPOSALS MUST INCLUDE BOTH A TECHNICAL DOCUMENT AND A SEPARATE PRICE PROOSAL. CONTRACTS NOT SUBMITTING BOTH A TECHNICAL PROPOSAL ADDRESSING THE EVALUATION CRITERIA AND A SEPARATE PRICE PROPOSAL SHALL NOT BE CONSIDERED.

I. TECHNICAL RESPONSE:

EVALUATION CRITERIA

The Government will award a contract resulting from this solicitation on the basis of best value, technical factors and price considered. Technical factors together shall be considered more important than price. The technical evaluation factors are as follows, in order of importance:

1) SubFactor 1: Technical Capability

(a) Technical Description: A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. The Quoter MUST demonstrate its ability to meet the technical specifications detailed in Attachment 1.

The contractor shall detail in its technical proposal how it shall meet the delivery requirements. Technical proposals must include a delivery lead-time. The Government shall evaluate for ability to meet or exceed the delivery timeframe requirement.

3) SubFactor 3: Equipment Warranty

The contractor shall detail in its technical proposal the terms and conditions for its proposed warranty. The proposed approach shall be evaluated for the ways in which it meets or exceeds the equipment warranty and extended warranty requirements.

4) SubFactor 4: Past Performance

The Contractor shall provide a list of three (3) contracts or purchase orders completed during the past five (5) years, similar in size and scope to the COTS Gamma Spectrometry hardware/software requirements and as outlined in Attachment 1. Experience must be specific and shall include the following information for each contract or purchase order listed:

a. Name of Contracting Organization

b. Contract Number

c. Total Contract Value

d. Description of Requirement and Specific Responsibilities of the Offeror as they relate to Attachment 1.

FAR 52.212-2 Evaluation - Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award Evaluation will be in accordance with FAR 13.106-2 and will be based on price and delivery schedule.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). No options on this RFQ.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
