RFP 2016-N-17823
1. Q: Can we submit a quote for some of the Line Items?
A: CDC Response: Yes. See RFP A.2.1 “Offerors are not required to propose on all line items in order to be considered for award; however the Government will consider additional administrative costs in its price evaluation.”
Shipping:
For purposes of proposing shipping prices, the Offeror shall use a uniform cost assumption of shipping from its manufacturing facility to a destination approximately 1200 miles away (United States’ State or Territory within the OCONUS/CONUS). The shipping costs shall be included in the total cost of the contract. Shipping will be to a major city in one of the following States/Territories: California, Georgia, Guam, Utah, Mississippi, Hawaii, Kentucky, Maryland, Indiana, and Texas. The exact locations cannot be given until a contract is in place and a NDA is signed.
2. Q: What is the time frame allowed for delivery to any specific destination; 24, 48, 72 hours?
A: CDC Response: We defer to PGO
3. Q: Is that different for shipments to Guam?
A: CDC Response: Not applicable - No supplies or items within this contract will be sent to Guam.
4. Q: For delivery to Guam, will the shipment be to a CONUS location or does the offeror have to ship the product to a location in Guam?
A: CDC Response: Not applicable - No supplies or items within this contract will be sent to Guam.
5. Q: Have you considered allowing an alternate price for shipments to Guam as it seems that will be considerably different (more costly) than the CONUS shipments?
A: CDC Response: Not applicable - No supplies or items within this contract will be sent to Guam.
6. Q: On the attached excel file we have listed items (by kit) where we need additional information in order to complete a proper cross reference. For instance;
a. “need ref #” pertains to the item # and manufacturer preferably of that component
b. “Need more Info” really means just that. What other info is available; item #, Mfr, etc.
c.
A: CDC Response: We’ve included as much information as possible on the spreadsheet with our responses
7. Q: Do we need to submit our proposal on an SF1449?
A: CDC Response: No.
8. Q: The turn-around time on this RFP is rather quick specifically related to the “kits” that you are looking for quotes on. I am asking for an extension of at least two weeks on the due date for our proposal, but I feel that we could do a more complete and put together a better proposal for the CDC if we had an additional four weeks before this proposal is due.
A: CDC Response: Extended to May 13th.
9. Q: Could you please let me know what the estimated usage is on tab 3 for the kits? Only the feminine kit has an estimated usage. Will you need part #s for the kit items?
A: CDC Response
· A: Unfortunately, as this point I cannot provide estimated usage as we’re an emergency response operation.
· We will need a component list ideally with part numbers of the kits to ensure the Kits are equivalent.
10. Q: Various requested manufacturer names – Also on spreadsheet.

A: CDC Response – provided on the spreadsheet attached
11. Q: Would the government consider it wise or unwise to provide only brand alternatives for all of the non-vendor branded items. Example: Rubbermaid mop bucket system is something we carry but instead we are considering offering only our own version. However, we know you all have much to consider and we don’t want to be looked at in negative light or to be dismissed for not providing the exact item your item file specifies.
A: CDC Response - The business and competitiveness considerations cannot be answered. We seek brand name or equal. Sometimes the requested product numbers are discontinued items but they reflect the specifications the government wants that should be replicated in an alternative. Alternatives require sufficient documentation to verify they are equal to requested items. See RFP 2016-N-17823 E.1.1 and E.3.7, paragraph 2, “Production Specifications:”
12. Q: Do we have to submit the exact country of origin to prove TAA compliance? For many products manufactures only tell us it is or is not TAA compliant. Getting them to identify the exact TAA compliant country of origin can be difficult and time consuming for many products.
