TITLE: PPHF 2016: Diabetes Prevention – Developing and Validating two Computer Simulation Models to Predict the Long-term Health and Economic Outcomes of Interventions for Preventing Diabetes and its Complications – Financed Solely by 2016 Prevention and Public Health Funds

Subject: Questions and Answers PART 2

Question
Response
1
Will CDC confirm whether we will be assessed at a FISMA moderate security level when working to obtain an ATO?
Only if the work contains Personal Identifiable Information (PII), social security numbers (SSN) or any other sensitive information.
2
Will CDC confirm whether the ATO is required for data analysis performed by the contractor on its own computing environment to inform the design/build/validation of the models (Task 7 and 8) OR the software development and implementation of the web-based environment on CDC servers (Task 9) OR all activities?
ATO is only for the implementation on CDC servers.
3
Page 19 of the solicitation indicates the following, “CDC information systems are not approved for cloud deployment at this time (January 2016)”. Does this limitation apply to the research and analysis activities to design/build/validation of the models (Tasks 7 and 8) OR the software development and implementation if the web-based environment (Task 9) OR all activities?
Cloud requirement only applies to the production environment
4
We understand CDC will have sole ownership of the programming code, equations, algorithms and the two computer models developed by the contractor. Will CDC allow the contractor to retain some rights to use these products so the research team may continue to build and improve the model after the contract ends, for example using NIH grant funding or to conduct comparative effectiveness research?
No.
5
Could the CDC provide some information as to the time frame they have in mind when they refer to “long term” outcomes?
5-15 years or longer
