ATTACHMENT 11

SHEPheRD Labor Category Descriptions

These are some general labor category qualifications for the overall contract; however, each task order will identify specialized experience, specific educational and certifications, and/or equivalent requirements. Each labor category has an indication of which functional category it pertains to in the RFP to the following 8 domains:

1. Healthcare-associated infection (HAI) and Other Adverse Healthcare Event Prevention Research Protocol Development and Implementation

2. Acute Inpatient Care Quality Improvement and Research Implementation Infrastructure

3. Long Term Acute Care/Long Term Care Quality Improvement and Research Implementation Infrastructure

4. Dialysis Center Quality Improvement and Research Implementation Infrastructure:

5. Healthcare Information Technology Development, Implementation, and Services

6. Advanced Molecular Epidemiology and Microbial Community Analysis

7. International HAI and Other Adverse Healthcare Event Prevention Research

8. Veterinary Healthcare Quality Improvement and Research Protocol Development and Implementation These indications are for the purposes of the contract proposal process and provided for informational purposes. Over the course of the contract, labor categories may change within each functional category when necessary.

Domain 1: Healthcare-associated infections (HAI) and Other Adverse Healthcare Event Prevention Research Protocol Development and Implementation

Assistant Program Manager

Provides management responsibilities in assigned functional area and program. Provides technical and administrative direction for personnel including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules. Coordinates with CDC officials to ensure problem resolution and user satisfaction. Formulates statements of management, scientific and business problems, and devises procedures for solution of problems. Applies analytical skills, performs required analysis of requirements, and conceives alternative approaches and solutions. Meets with task-level Contracting Officer’s Representative (COR) or technical monitor and other cognizant personnel to review requirements, discuss approaches, and to formulate plans for support.

Experience in project development from inception to completion. Collects and analyses data through interviews, surveys, focus groups, literature searches, web scans and database analytics. Has expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.

Education/Experience and/or Equivalent: Bachelor’s degree in health services research, public health, social science, business plus 2 years of relevant experience.

Biostatistician/Statistician

Specializes in the application of statistics to epidemiological studies, laboratory studies, prevention research and other selected forms of studies/research conducted by CDC. Requires thorough knowledge and use of commercial statistical software packages. Experience with sample size calculations and methodologies. Knowledge of surveillance and case-control study design and analysis. Experience with a variety of different groups in various disciplines. Thorough understanding of statistical methods including, but not limited to, linear, logistic and conditional logistic regression models, as well as, survey statistics.

Education/Experience and/or Equivalent: Master’s degree in statistics or mathematics plus 2 years of relevant experience

Epidemiologist

Oversee public health programs, including statistical analysis, health care planning, surveillance systems, and public health improvement. Investigate diseases or parasites to determine cause and risk factors, progress, life cycle, or mode of transmission. Plan and direct studies to investigate human or animal disease, preventive methods, and treatments for disease.

Education/Experience and/or Equivalent: Master’s degree in public health plus 4 years of relevant experience

Modeler

Provides expertise to the support of simulations and simulation events, exercises, and experiments. Provides modeling and simulation-related services support to include specialized M&S-related subject matter expertise to support strategic planning and exercise management. Provides operational support to standard Verification and Validation (V&V) processes used on selected models and simulations, and assists with documenting the V&V results in a standard format, and transitioning lessons learned to users. Provides support to aid in the evaluation and improvement of the various models and databases.

Education/Experience and/or Equivalent: Modeling & Simulation Specialist-Bachelor’s Degree or equivalent and 5 years of relevant operational experience.

Program Manager

Serves as Program Manager for a large, complex program with centralized and task orders support requirements. Manages substantial information technology contract support operations including multiple projects. Organizes, directs, and coordinates planning and production of all the contractor's support activities. Demonstrated experience for oral and written communications with all levels of management for planning and control of projects. Interfaces with CDC management personnel, CDC contracts staff, and other cognizant CDC officials. Capable of meeting in conference with CDC project managers and stating problems in a form capable of being solved. Formulates and reviews project plans, determines cost, and ensures conformance to work standards. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Assigns, schedules, and reviews work of subordinates. Shall be responsible for the overall task orders performance and shall not serve in any other capacity under this contract.

Expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.

Education/Experience and/or Equivalent: Bachelor’s degree in health services research, public health social science, business, plus 4 years of relevant experience.

Research Assistant

Assists in the design development, and implementation of studies to analyze key research questions related to project outcomes and effectiveness. Has working knowledge of various research designs and quantitative/qualitative methods. Participates in on-site data collection. Participates in the analysis of research findings.

Education/Experience and/or Equivalent: Master’s degree in health services research, public health, social science, laboratory science, policy science or economics plus 2 years of relevant experience.

Research Scientist

Designs, develops and implements studies to analyze key research questions related to project outcomes and effectiveness. Has working knowledge of and expertise with various research designs and quantitative/qualitative methods. Analyzes research findings and makes recommendations for future research needs. Typical assignments require developing detailed plans, goals, and objectives for the long-range implementation and developing criteria for evaluating the effectiveness of the program. The employee identifies best practices and advises organizational leadership on how they could be adopted in other programs. Identifies and analyzes issues, problems, and challenges facing the program; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership.

Education/Experience and/or Equivalent: Master’s degree in health services research, public health, social science, laboratory science, policy science or economics plus 4 years of relevant experience.

Senior Biostatistician/Statistician

Project lead for the application of statistics to epidemiological studies, laboratory studies, prevention research and other selected forms of studies/research conducted by CDC. Requires thorough knowledge and use of commercial statistical software packages. Experience with sample size calculations and methodologies. Knowledge of surveillance and case-control study design and analysis. Carries out effective statistical methodology and strategies necessary for the creation, completion and analysis of epidemiology or research projects. Experience with a variety of different groups in various disciplines. Thorough understanding of statistical methods including, but not limited to, linear, logistic and conditional logistic regression models, as well as, survey statistics. Develops sampling methods, survival analysis, spatial analysis and non-parametric methods.

Education/Experience and/or Equivalent: Master’s degree in statistics or mathematics plus 6 years of relevant experience. Doctoral degree preferred.

Senior Epidemiologist

Subject Matter Expert

Serves as subject matter expert possessing in-depth knowledge of a particular area such as policy, behavioral science, epidemiology or public health. Provides technical and applied knowledge in the planning, design and delivery of training materials.

Education/Experience and/or Equivalent: Bachelor’s degree in health services research, public health, social science, laboratory science, policy science or economics and 4 years of relevant experience. Master’s degree preferred

Task/Data Manager Serves as task/data manager for large and small, complex task orders (or a group of task orders) management personnel. Responsible for the overall management of the specific task order(s) and ensuring that the requirements and schedules in the task order are being fully supported in a timely manner. Organizes, directs, and coordinates estimating, planning, conducting, producing, monitoring, and reporting of all the support activities. Assigns, schedules, and reviews work of subordinates. Plans, directs, controls, schedules, coordinates, and organizes utilization and management of tasks and projects. Evaluates alternatives for more efficient and effective accomplishment of work; establishes procedures, and develops documentation. Interfaces with CDC management personnel, CDC technical monitors and staff, and other cognizant CDC officials. Escalates problems in accordance with established procedures. Expertise in completing project tasks and reporting. Experience in the collection of qualitative and quantitative data through various sources and methods such as interviews, focus groups, literature reviews, database queries.

Education/Experience and/or Equivalent: Bachelor’s degree in health services research, public health, social science, business plus 4 years of relevant experience.

Domain 2: Acute Inpatient Care Quality Improvement and Research Implementation Infrastructure

Biostatistician/Statistician

Specializes in the application of statistics to epidemiological studies, laboratory studies, prevention research and other selected forms of studies/research conducted by CDC. Requires thorough knowledge and use of commercial statistical software packages. Experience with sample size calculations and methodologies. Senior Subject Matter Expert

Subject Matter Expert with experience implementing quality improvement programs in dialysis settings. This person will analyze baseline and implementation data, develop methods for draft and final reports, prepare the analysis for the manuscript, and be available to respond to technical assistance requests from selected sites regarding data collection and reporting.

Domain 5: Healthcare Information Technology Development, Implementation, and Services

Computer Programmer

Provides high level expertise in developing complex software applications involving new technologies, methods, concepts or approaches. Based on functional and conceptual design specifications, develops diagrammatic plans and design logic required to implement computer programs, IT systems and procedures in support of technical, administrative and information management functions and operations. Analyzes specifications for such factors as type of and extent of information to be processed, designs detailing logic flow diagrams and program code instructions. Verifies accuracy and validity of programs by preparing sample test data and test plans; corrects program errors, modifies programs when required by changes in procedures and reports desired.

Education/Experience and/or Equivalent: Master’s degree in computer science plus 4 years of relevant experience.

Specializes in the application of statistics to epidemiological studies, laboratory studies, prevention research and other selected forms of studies/research conducted by CDC. Requires thorough knowledge and use of commercial statistical software packages. Experience with sample size calculations and methodologies. Knowledge of surveillance and case-control study design and analysis. Experience with a variety of different groups in various disciplines. Thorough understanding of statistical methods including, but not limited to, linear, logistic and conditional logistic regression models, as well as, survey statistics.

Education/Experience and/or Equivalent: Master’s degree in statistics or mathematics plus 2 years of relevant experience

Laboratory Assistant Conduct research or perform laboratory and field tests for the purpose of identifying, abating, or eliminating sources of pollutants or hazards that affect either the environment or the health of the population. Such data may be collected from laboratory field collectors. Other duties may include cleaning, disinfecting and maintaining cleanrooms and equipment. May assist with receipt and inspection of raw materials, ordering and stocking.

Laboratory Technician Planning, designing, and analyzing data requirements within scientific/medical laboratories; integrating various platforms and/or environments within the lab; networking, processing data transfers, designing instruments. May include the set-up, operation and performance of routine maintenance on laboratory equipment. Laboratory work for this position is performed in a microbiology laboratory under either BSL 2 or 3, as appropriate. The samples may contain highly lethal pathogens. Staff shall follow all biosafety and biosecurity guidelines related to the testing program. This position places the incumbent at risk of potential exposure to Hepatitis B, as well as other pathogenic microbes and viruses.

Microbiologist Manager Manages and supervises the staff assigned to work assignments in development and implementation of enterprise-wide, high level or large scale contract programs with focus on health / clinical care. Responsible for all aspects of the assigned staff to include planning and leading major medical or scientific work assignments, accuracy and timeliness of deliverables and meeting performance standards. Responsible for keeping abreast of technological changes in laboratory testing and evaluates the effectiveness and feasibility of new products, systems, and protocols. Makes recommendations regarding changes to policy, procedure, and protocol to Supervisor. Plans, assigns and reviews the work of staff, identifying training needs and develops training for staff. Evaluates performance results and recommends major changes affecting project growth and success. Functions as a technical expert to staff and clinical laboratories regarding interpretation of laboratory tests and proper laboratory procedures. Reports to a Public Health Microbiogist Director. Provides direction and supervision to other medical/clinical staff.

This position requires a minimum of eight years experience, of which at least four years must be specialized in management and supervision of projects with focus on health / clinical care. PhD, MS or equivalent experience in microbiology, epidemiology, or related field.

Molecular Microbiologist Identify, isolate, study and investigate the growth, structure, and other characteristics of microscopic organisms. Include medical microbiologists who study the relationship between organisms and disease or the effects of antibiotics on microorganisms.

Organizes, directs, and coordinates planning and production of all the contractor's support activities. Demonstrated experience for oral and written communications with all levels of management for planning and control of projects. Interfaces with CDC management personnel, CDC contracts staff, and other cognizant CDC officials. Capable of meeting in conference with CDC project managers and stating problems in a form capable of being solved. Formulates and reviews project plans, determines cost, and ensures conformance to work standards. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Assigns, schedules, and reviews work of subordinates. Shall be responsible for the overall task orders performance and shall not serve in any other capacity under this contract.

Expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.

Subject Matter Expert

Serves as subject matter expert possessing in-depth knowledge of a particular area such as epidemiology or public health. Provides technical and applied knowledge in the planning, design and delivery of research activities. This person shall have experience working in or with health care providers in the dialysis setting and a good working knowledge of the unique challenges to implementing infection prevention programs among dialysis patients.

Education/Experience and/or Equivalent: Bachelor’s degree in health services research, public health, social science, laboratory science, policy science or economics and 4 years of relevant experience. Master’s degree preferred

Subject Matter Expert with experience implementing quality improvement programs in dialysis settings. This person will analyze baseline and implementation data, develop methods for draft and final reports, prepare the analysis for the manuscript, and be available to respond to technical assistance requests from selected sites regarding data collection and reporting.
