About this file

This Justification and Approval (J&A) document supports a sole source procurement by U.S. Customs and Border Protection (CBP) Special Operations Group (SOG) for 100 L3 Harris Ground Panoramic Night Vision Goggles with Thermal Fusion (GPNVG-F). The procurement is valued at $7,500,000, with a unit price of $75,000, and will be funded through operations and support funds in 2025. The night vision goggles are intended to improve operational effectiveness and situational awareness for Border Patrol's National Tactical Team (BORTAC), with essential characteristics including panoramic vision, high resolution, white phosphorus, quad tubes, and thermal fusion overlay.

The J&A justifies the sole source procurement under 41 U.S.C. 3304(a)(1) because the L3 Harris GPNVG-F is the only product on the market meeting all of CBP's specialized requirements. Market research included vendor interactions, trade shows, and consultations with law enforcement and military groups. The document emphasizes that without these specific night vision goggles, the team would experience reduced peripheral vision, decreased target detection capabilities, and diminished image clarity. CBP plans to post notice of the sole source procurement publicly and will continue monitoring industry for potential future competitive alternatives. The procurement was digitally approved by contracting officials on 9/24/25 and 9/25/25.

Market research was conducted on a continual basis, culminating in this procurement initiative. This research included face-to-face vendor interactions at in house meetings, trade shows, interactions with other Law Enforcement and Military groups utilizing similar technology, and open source information. With technological changes happening so quickly, constant interaction with industry is inherent in maintaining SOG’s technology advantage over its adversaries.

During CBP’s market research, similar products were identified. However, while those products may meet some of SOG’s needs, only the L3 Harris GPNVG-F meets all of BORTAC’s requirements, as detailed in Section 3 above, and the needs of current and future programs, such as , , etc.

Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.

CBP will continue to monitor industry and technical advances. When future research indicates multiple viable product options for updated requirements, the government will endeavor to engage in competitive solicitations in lieu of sole source procurements.
