About this file
This Sole Source Justification (SSJ) document details U.S. Customs and Border Protection's (CBP) intent to award a sole source contract to Trailblazer Innovations Inc. for a Friendly Force Tracking program support. The $937,547.87 contract includes comprehensive services such as Subject Matter Expertise support, installation and configuration of Base Vehicle Tracker devices, setup of new handheld touchscreen waterproof devices, and extended warranty services. The contract will cover a base year with potential option years, focusing on technical and operational support, training, data architecture development, system integration, repairs, sustainment, and program management.
Trailblazer Innovations was selected due to their unique qualifications and exclusive access to Department of State and Department of Defense tracking systems. The company has full administrative rights for managing tracking devices, users, and file archives across multiple government systems. CBP determined that Trailblazer is the only source capable of providing fully interoperable, custom-configured tracking devices for mandated Common Operational Pictures and Tactical Command and Control systems. The contract is critical for maintaining a shared operational picture with partner agencies and mitigating threats to agent safety in high-risk, remote locations.

This action is being taken in accordance with 41 U.S.C. 1901, as implemented by FAR subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services.
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
Trailblazer Innovations Inc. was selected to maintain and operate the Department of State’s Scry Enterprise due to their unique position within the Department of State and Department of Defense tracking programs. Trailblazer has full administrative rights for registering, managing, and disseminating tracking devices, users, messaging, and file archives across the required Department of State systems including the , the Defense Information Systems Agency , and Department of Defense’s
, , and the . Full rights across all of these systems is required to inject and manage users and track data in support of security operations. In addition, Trailblazer Innovations Inc. is the only source for providing fully interoperable, properly keyed, custom configured, and full integrated tracking devices for use in the U.S. Northern Command/Indo-Pacific Command/U.S. Southern Command mandated Common Operational Pictures and Tactical Command and Control systems to include Special Operations Forces and SCRY. Since the Scry Enterprise system is government owned by Department of State, they have the exclusive authority over how they manage their system. CBP cannot grant access to systems that they do not own and must utilize the authorized contractor, Trailblazer Innovations Inc, who has full access.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. (The discussion should include whether a www.sam.gov notice was or will be publicized, as required by FAR s 5.301, 6.305(a). If the justification covers a brand name item, this section should address compliance with FAR 5.102(a)(6)).
It is not possible to solicit from additional sources at this time.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. (Use information such as commercial pricelists or prior acquisition history that will help the Contracting Officer determine the anticipated cost is fair and reasonable or discuss the application of any of the techniques described at FAR 13.106-3(a)(2) and/or 13.106-3 (b)(3)).
The Contracting Officer (CO) will ensure a fair and reasonable determination by evaluating the price of this product in comparison to recent prices paid by other agencies.
8. Description of market research. (Market Research is required by FAR part 10 and HSAM 3010, and the DHS Market Research Guide. Describe the results of your market research or provide a statement of the reason why market research was not conducted).
Sole Source Justification for Simplified Acquisitions exceeding the SAT including brand name SSJ No.: XXX-XX
CBP conducted extensive open-source research and consulted with other Agencies who utilize Personnel Recovery applications and devices, to acquire a depth of understanding of the marketplace. The market research, and validation of subject matter experts confirmed that Trailblazer Innovations Inc. is the only source for fully interoperable devices with access across required Department of Defense and Department of State systems.
9. Any other facts supporting the justification. (You must explain why technical data packages, specifications, statements of work, or purchase descriptions are not suitable for enhancing competition or not available. Discuss why your requirement cannot be modified to increase competition. If you are contending only one source can meet the Government’s minimum need, you must document the reason why and describe the extent to which the Government will be harmed if not acquired from that vendor. Address any potential duplication of cost, if applicable.)
Other tagging, tracking and locating capabilities and devices from commercial providers have previously been reviewed and or tested, however, were not interoperable with other government systems nor usable for personnel recovery purposes, especially without robust deployed support elements, nor good for use in remote locations.
It is mission critical that CBP maintain a Common Operating Picture with Department of State and Department of Defense mission partners. Other contractors cannot provide fully interoperable devices and access across the required systems. This would eliminate CBP’s shared common operating picture with partner agencies whom CBP relies on to mitigate threats to agent safety in high risk, austere, and outside the Continental United States locations for personnel recovery.
10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition.
N/A
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies or services required. (Include a statement of actions taken or will be taken to increase competition for future acquisitions of the same item/service).
Department of State has advised that extending access to additional vendors across the Department of Defense and Department of State systems would introduce additional cost and risk to both departments. No further actions are possible at this time, but CBP will continue to coordinate with Department of State and Department of Defense to determine if other vendors can be identified who can supply compatible systems.
12. DHS intends to post the requirement pursuant to FAR 13.501(a)(1)(iii) and 6.305(a)
