STATEMENT OF WORK (SOW)

U.S. Customs and Border Protection (CBP)

Area Port of San Francisco

Courier/Messenger Services

A. BACKGROUND:

U.S. Customs and Border Protection (CBP) Area Port of San Francisco has facilities located on both sides throughout the San Francisco Bay Area. The Office of Field Operations has a need for various Government supplies, personal protective equipment (PPE), and parcels to be transported between the different CBP sites on a regular basis.

B. SCOPE:

The contractor shall provide all necessary personnel, supervision, equipment, vehicles/transportation, etc. to operate two pick-up/delivery, looped, messenger routes between the various CBP Area Port of San Francisco sites. On these routes, the contractor shall pick-up and deliver all incoming/ outgoing mail, documents, supplies, express packages, equipment items, and other miscellaneous items that require transfer between the sites.

The individual items for pick up and delivery will be hand carriable, normally no more than 50 pounds each. The normal total number of individual items handled each day is in the range of 30-50 items. The normal aggregate weight of items picked-up or delivered at any individual site, other than 555 Battery, will be no more than 150 pounds. At 555 Battery, the usual aggregate weight of items picked-up will be no more than 300 pounds.

C. SPECIFIC TASKS:

1. Both routes listed below in section D shall be completed by the Contractor each weekday of the year (Monday through Friday) excluding Federal holidays.

2. The Contractor courier shall depart from the first stop of Route One between the hours of 8:00 AM and 8:30 AM.

3. The courier’s departure from the first stop of Route Two shall be between the hours of 12:00 PM to 12:30 PM. Arrival at the last stop of Route Two shall be no later than 3:30

PM.

4. All items identified for pick-up/delivery shall be picked-up and delivered that same day.

D. ROUTES:

Contact information will be provided at award. Mileage and Minutes listed are the approximate miles and minutes between each stop if driving by automobile in normal traffic conditions.

1. Route One (Morning)

a. STOP ONE: Start at 555 Battery Street, San Francisco, CA 94111. Room 125, San Francisco (Customs House)

b. STOP TWO: 33 New Montgomery Street, San Francisco, CA 94105. 16th Floor, Director, Field Operations – 0.7 miles (4 min)

c. STOP THREE: 648 Westfield Road, San Francisco Airport, Cargo Area (China

Airlines) –18.3 miles (25 min)

d. STOP FOUR: San Francisco International Airport Arrivals/Departures, San Francisco, CA 94128. Customs Area (SFO Airport, OAK Airport) - 3.2 miles (7 min)

e. STOP FIVE: End at 555 Battery Street, San Francisco, CA 94111. Room 125, San

Francisco (Customs House)- 20.6 miles (29 min).

2. Route Two (Afternoon)

a. STOP ONE: Start at 555 Battery Street, San Francisco, CA 94111. Room 125, San Francisco (Customs House)

b. STOP TWO: 700 Maritime Street, Oakland, CA 94607. (Eastbay Station, East Bay

Trade [AGI]) – 8.1 miles (13 min)

c. STOP THREE: 3 Sally Ride Way, Oakland, CA 94621 (FedEx Facility) – 11.5 miles (25 Minutes)

(DELIVERY HERE MUST BE AFTER 1:00 PM)

d. STOP FOUR: End at 555 Battery Street, San Francisco, CA 94111. Room 125, San Francisco (Customs House) – 8.8 miles (34 min) 20.3 MILES (36 Minutes).

E. CONTRACTOR/CONTRACTOR’S PERSONNEL RESPONSIBILITIES:

1. The Contractor shall assign sufficient back-up couriers in case there is an unexpected incident that affects the primary courier’s duty to perform (e.g., illness, vehicular breakdown, vehicle accident involving the contractor’s personnel, major road closings, and acts of nature etc.)

2. The Contractor shall provide a valid U.S. state driver’s license, social security card, valid U.S. permanent resident card, and/or proof of United States citizenship for all courier personnel to the CBP Program Office two weeks prior to starting the courier service. This pre-vetting requirement is necessary due to the sensitive equipment located on/at the facility/premises.

3. All courier personnel shall notify the CBP Program Office (Custom House) as soon as possible if late by 30 minutes or more. Contact information will be provided at award.

4. All Contractor personnel performing duties under this SOW shall wear a company uniform or prominently displayed company identification while working on CBP premises or entering any part of CBP facilities.

5. All Contractor courier personnel shall deliver required deliverables to each stop and assume responsibility for any materials stored on site. The contractor shall use general commercial standards of care that prevent any loss or damage of items and that effectuates the safe/timely delivery of all items being transported.

6. All courier personnel shall utilize a Van or SUV for transport purposes in the performance of duties under this SOW.

F. CBP RESPONSIBILITIES:

The CBP Program Office (Custom House) shall provide a one-day tour to Contractor courier personnel for each route stop listed on the SOW prior to starting the courier service.

G. PERIOD OF PERFORMANCE:

The period of performance of the contract shall be as follows: 08/27/2025 – 08/26/2026 (12 Months)

H. SPECIAL CONSIDERATIONS:

1. Contracting Officer’s Authority No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification. The Contracting Officer is the only individual with the authority to amend the solicitation or modify the contract.
