About this file
This document is a written inquiries and responses file for RFP 2015000182 Fishery Operations issued by the Colorado Department of Corrections (CDC) in Canon City, Colorado. The RFP involves the acquisition and operation of fishery assets and livestock at a greenhouse facility, including brood tanks, nursery tanks, fingerlings, and related aquaculture equipment. The facility contains 32 brood tanks in the west bay (200-gallon capacity, not 2,000-gallon as initially questioned), along with nursery tanks, all connected to a common filtration system. Market-size livestock can be harvested from the greenhouse facility with vehicle access available, though fish must be transferred using a small transfer tank. The anticipated award announcement date was April 24, 2015, with the understanding that upon award, facility assets and livestock would not be accessible to other outside parties.
The responses address operational and logistical considerations for the incoming contractor. CCI (Colorado Correctional Industries) will not sex fingerlings prior to asset transfer and currently permits liquid oxygen on premises to assist with dissolved oxygen saturation, though this will not be provided by CCI. If asset realignment becomes necessary following the award, the offender labor pool currently at the greenhouse facility will be available to facilitate moves or realignment of tanks and biofilters at no additional cost to the contractor as part of ongoing monthly fees. Aerators are not included in the asset package. The contractor assumes responsibility for any costs associated with acquiring additional assets beyond the facility realignment services provided by CDC.

RFP 2015000182 Fishery Operations Written Inquiries/Responses
1). Will CCI "sex" (separate the males and females) the on hand fingerlings ranging from 5 grams to 160 grams prior to acquisition?
CCi will not sex any fish prior to the execution of the RFP and subsequent inventory transfer.
2). Is there exterior access to harvest the market size livestock from the greenhouse facility to a live haul vehicle?
Yes, there is access to the compound for a live haul vehicle. The fish will have to be transferred from within the building to the vehicle using a small transfer tank.
3). How many 2,000 gallon Brood tanks are presently in the two rows located at the south end of the greenhouse facility (opposite end from the Arrowhead aquaculture office)? Please do not include the "nursery tanks" in the count located in the last row.
The brood tanks in the west bay are 200 gallon rather than 2000. There are 32 total brood tanks in the west bay. See attached layout.
4). Are the two rows of brood tanks located at the south end of the greenhouse facility plumbed through a common filtration system or is each row on autonomous filtration systems?
The 32 brood tanks and nursery tanks in the west bay are on a common filtration system.
5). Since the aerators are not part of the package, going forward will CCI allow bottles of Liquid Oxygen on the premises to assist with increasing the dissolved oxygen saturation in the water?
Liquid oxygen is currently allowed on the premises but will not be provided by CCi.
6). If the partial or total acquisition of the assets necessitates a realignment of assets such as moving tanks, bio-filters, etc., is that cost assumed by the partner or will CCI facilitate the realignment excluding any costs for additional assets as part of the ongoing monthly fee?
The offender labor pool currently at the Greenhouse will be available to move or realign assets as part of the ongoing monthly fee if applicable within any new agreement resulting from this RFP.
7). Assuming the RFP award to one of the bidders is announced on April 24, 2015, will Mr. or Mrs. Abernathy or any of their representatives have access to the facility, assets or livestock (assuming the livestock is part of the award) after that date.
Upon any award of the RFP, the assets of the nursery/hatchery will not be accessible to any other outside party.
