Sample RFTOP 4 Request for Task order Proposal Special Audit of the Institute of Human Virology of Chad (IHVC) and the Center for Clinical Care and Clinical Research (CCCR) - Chad Background and Need:
CDC works with several Host government agencies and Non-governmental organizations in Chad to implement the President’s Emergency Plan for AIDS Relief (PEPFAR) activities. These efforts include interaction via acquisition and assistance funding mechanisms with international government agencies, small local recipients, academic institutions and private businesses at the CDC field office in Chad. CDC must exercise proper oversight in the business services areas of acquisition and assistance, and sometimes additional resources are required to facilitate special oversight and internal controls over grants and cooperative agreements in the international arena.
Foreign grant recipients are subject to the same audit requirements as for-profit organizations, which are specified in the Code of Federal Regulations (CFR) at 45 CFR 74.26(d). 45 CFR 74.26(d) requires an audit if the recipient expended a total of $500,000 or more under one or more HHS awards (either as a direct recipient or as a sub-recipient) during their fiscal year. 45 CFR 74.26(d) requires a special audit as defined in the Government Auditing Standards, at http://www.gao.gov/yellowbook, where the recipient receives awards under only one HHS program, or a special audit of all HHS awards if awards are received under multiple HHS programs. The terms and conditions of the official Notice of Award (NoA) contain this requirement. These audits should assure that CDC-awarded funds are spent in accordance with the terms and conditions of the grant and that all charges made to the grant conform to US Government standards for cost allowability and allocability.
Scope and Requirements:
The contractor shall provide necessary supplies, expertise and staff to fulfill the requirements of a special audit for each of the grantees listed below.

This grantee has previously been audited and a copy of the financial audit will be provided to the successful offeror.
Most of CDC’s foreign grantees have adhered to the terms and conditions of the cooperative agreement, have obtained audits, and have subsequently agreed to corrective action if audit findings demanded corrective action. However, there is concern that the MOH supported by CDC/Chad may not have fully adhered to this requirement. The following grantees were awarded cooperative agreement which is to be reviewed as part of this acquisition for work in the Republic of Chad under PEPFAR.
District Health Office of Chad Chad University School of Medicine Virus Research Institute of Chad Chad Ministry of Health Chad University School of Public Health CDC’s ongoing oversight of the cooperative agreements listed above identified several concerns that require further review. Reports of weak procurement procedures, internal control system, and compliance with cost principles have been received. Additionally, an assessment is needed to determine whether CDC-Chad cooperative agreement staff members are in compliance with the substantial involvement requirement inherent in all CDC cooperative agreements. Each of the aforementioned Cooperative Agreements requires substantial involvement as referenced in the AAGAM Chapter 2.02.102.
