SOL 2014-N-16435
19 June 2014, Pre Solicitation Conference Questions & Answers
Q1. Is 16 July 2014 a firm date for proposal receipt.
A1. Yes.
Q2. Will offerors need to propose costs for all print materials?
A2.
Q3. Will offerors receive a confirmation of proposal delivery?
A3. Yes.
Q4. Will offerors need to submit Section K (Representations, Certifications, And Other Statements of Offerors) of the soliciation?
A4. Yes.
Q5. May offerors, which currently hold an active cooperative agreement with the CDC, receive an award off of this solicitation if the dates of both the coorperative agreement and new contract award are concurrent?
A5. It Depends. A contractor cannot have two awards that are performing the same work as the Government does not “double pay.” If the contractor will be perfomring the same work at the same time the answer is no. If the contractor proposes different work under the new solicitation then the answer is yes so long as it is billed correctly.
Q6. May offerors use different staff to work on a new contract award off of this solicitation if they are concurrently holding an active cooperative agreement with the CDC?
A6. Yes, as long as there is no duplication of effort.
Q7. Will this award be retroactive?
A7. No.
Q8. If the government makes changes to travel post award, will the resultant contractor be able to submit a claim for possible additional costs?
A8. Yes. If the Government changes its requirements, the contractor is allowed to file for supplemental costs associated with the change. All changes must be approved in advance by the Contracting Officer.
Q9. May offerors register in ORCA (Online Representations and Certifications Application) if they have not held a contract before?
A9. Yes.
Q10. What does ORCA provide to offerors upon registration?
A10. Refer to www.sam.gov for registration details.
Q11. Must offerors sign off on Section K of the solicitation if they register with ORCA online?
A11. They must state that they are registered in ORCA
Q12. Is the government’s total estimated $2.5 million for award per year?
A12. It is currently per year.
Q13. What is Section 508 Compliance?
A13. Refer to www.section508.gov for details.
Q14. Is there a firm number of contract awards the government will make off of this solicitation?
A14. There is not a firm number of contract awards which the government will make. The government estimates 5-7 awards off of this solicitation.
Q15. Does the Technical/Management Proposal 75 page limit (single sided) include addendums?
A15. Refer to L.14 of the solicitation, which lists the only information in the Technical/Management Proposal not counted towards the 75 page limit (single sided).
Q16. Section L.14 of the solicitation will be amended to note that offerors’ Technical/Management Proposals are not to exceed 75 pages single sided.
A16. See amendment 1 to the solicitation.
Q17. Section F.2 of the soliciation will be amended to clarify which meetings will require travel or will be conducted via teleconference.
A17. See amendment 1 to the soliciation.
Q18. What types of past performance will you be looking for?
A18. The offeror should provide contact information for companies/groups in which you performed work of a similar nature. If you have never perviously performed the work, it will not be held against you during evaulation.
Q19. We are a current cooperative agreement holder and would like to respond to this solicitation; however, we are continuing to target similar groups of workers and residents, as that is our focus as an organization. Given that we applied for a continuation of our cooperative agreement (which may run through February 28th, 2015), there would be an overlap of funding. My question is, in the event we do receive this continuation, will we have to wrap up our previous project by September 15th, 2014; and if there is still money remaining, could we not continue with our carryover?
A19. You can respond to the open solicitation; however, if your proposal is selected you will have to make a decision as to whether to accept the contract award or to ask for a carryover with the grant and continue that way. Note: if you choose to continue with the grant there will not be another opportunity for funding for approximately two years (pending reauthorization of the act).
Q20. Re: The Table of Contents, Key Personnel resumes, required corporate financial information, past performance questionnaires, performance work statement, and cross-reference matrix (if provided) do not count against the page limit. Are the above required elements? If so is there a description of them somewhere?
A.20. They are suggested. Table of Contents is what is in your proposal, Key Personnel Resume is a standard resume to the format of your choosing, A Performance Work Statement is stating what you plan to do, an internet search will turn up several ways to complete this, please choose the one you are most comfortable with. You most likely will not need a cross-reference matrix for this requirement.
