About this file

This Sources Sought Questionnaire is a market research document from U.S. Customs and Border Protection (CBP) seeking industry feedback on an integrated facial biometric capture solution. CBP requires a technology that can capture high-quality traveler facial images while people are walking through a designated area, without interrupting traveler flow, meeting specific technical specifications including image resolution, file size, and capture angles. The solution must prevent capturing images outside the designated area, not store photos on capture devices, support Ethernet and WiFi connectivity, and operate in varied environmental conditions with diverse traveler populations.

The document outlines detailed technical requirements across categories including facial capture, hardware/software specifications, environmental considerations, solution delivery, and monitoring. Vendors must respond to a comprehensive questionnaire addressing capabilities such as video capture quality, remote device control, multi-language support, and operational readiness. CBP plans to invite vendors with the highest scores to conduct product demonstrations 3-5 weeks after submission, where vendors will need to showcase their solution's ability to capture walking traveler images, provide visual guidance, and demonstrate interface compatibility with CBP systems.

1. Sources Sought Instructions CBP is seeking feedback from industry on their ability to provide an integrated solution combining camera(s) and software to enable CBP to capture a traveler’s image meeting specific facial capture standards while the traveler walks through a designated area. CBP is seeking a solution that does not require travelers to stop in front of a capture image device, nor obstruct the continuous flow of travelers through the designated area. CBP’s expectation is that the solution is compliant with applicable trade laws and regulations.

CBP requests that each vendor provides a capability statement of no more than 2 pages detailing how your integrated solution may address CBP’s need to capture a traveler’s image while they walk through a designated area and provide the facial capture to CBP to determine traveler’s admissibility. Vendors may also provide details about any of their currently deployed solution(s) that may fit CBP’s need. Additionally, as part of your 2-page capability statement, please describe how your company might address the following:

“CBP desires to provide Officers with concise real-time results of facial capture, facial matching, and processing to allow for decision-making without being tethered to a device/system (workstation, tablet, etc.) or specific location. Information provided to Officers should not be accessible to the public.”

Table 1 reflects minimum facial capture specifications that CBP is seeking. If your solution does not meet these specifications, it does not meet the minimum capabilities necessary to be considered for subsequently planned Market Research engagement: Vendor Product Demonstrations, detailed in Section 2 of this notice.

Table 1: Facial Capture Specifications

Specifications • Image o Format = JPEG or JPEG 2000 o File Size <= 150KB o Minimum Resolution 480 pixels x 760 pixels o Distance of >80 PX between the eyes o Eye Roll <30 degrees o Peak SNR >= 53 dB o Front facing photograph with:

Tilt < ±5 degrees

Roll < ±15 degrees

Pan < ±15 degrees

• Exposure o Average 8 bit RGB components w/in each area shall fall between 105 and 125 w/a standard deviation of ±10 o For every area examined, the maximum difference between the mean of any two of the RGB components shall not exceed 10 o The RGB code value for a maximum of 6 gray patches should fall w/in range from

0.5 to 1.5 neutral density

• Saturation o For each patch of skin on a person's face, gradations in texture shall be clearly visible.

There shall be no saturation (over/under exposure) of the face o The ΔE 1976 of each color for the sRGB color space must be <19 with CIELab values

• Minimal Blur o Photos with defocus blur approximating Gaussian blur must have a radius < 4 sigma o Photos with motion blur must have a measured displacement <9 pixels

• Variances o Capture an image that includes people of all body types, ages, abilities, and backgrounds, including individuals with disabilities and those using mobility aids or strollers

For each question in Table 2, please indicate whether your solution satisfies the stated minimum capability by inputting Yes or No. If you are unable to respond to each of these questions with a Yes, your solution does not meet the minimum capabilities necessary to be considered for Vendor Product Demonstrations.

Table 2: Minimum Capabilities

Capability Vendor Response (Yes/No) Does your solution provide the capability to capture and obtain a quality image of the traveler at speed (i.e., walking) without obstructing the continuous flow of travelers, while meeting the facial capture specifications in Table 1? (i.e., a traveler does not need to stop in front of a capture image device) Does your solution ensure that photos are NOT stored on the capture device or any other vendor device?

Does your solution support connectivity via Ethernet and WiFi?

For each question in Table 3 please indicate whether your solution satisfies the stated capability by inputting Yes or No. Each category has been assigned an overall value as shown below:

• Facial Capture: 30

• Vendor Hardware Software Specifications: 20

• Environmental Considerations: 20

• Solution Delivery: 25

• Monitoring and Maintenance: 5

If a vendor responds Yes to all capabilities associated with a criterion, the vendor will receive the full value associated with those categories. If a vendor responds Yes to only some of the capabilities associated with a category, the vendor will receive a percentage of the total value of the category, e.g., if the vendor replies Yes to 4 of the 5 Facial Capture capabilities, they will receive 80% of the facial capture value or 24 points.
