STATEMENT OF WORK

Illumination must be measured to support the current project entitled, “Underground Coal, Metal, and Nonmetal Mine Illumination Systems for Improving Miner Visual Performance,” and a proposed future project, “Improving situational awareness via visual and nonvisual interventions.” A video photometer system is necessary to enhance project capabilities to do this. Such a system will enable project personnel to reduce the time from about five hours to about three minutes to make a lighting survey of machine-mounted lighting by taking a video image of an area illuminated by machine lighting rather than manually taking illuminance measurements using a 2-foot grid pattern. The desired video photometer system is designed to perform video-image-based spatial, photometric, and colorimetric measurements. The system should provide good spectral matching to x, y and z allow for determining color coordinates and e.g. dominant wavelengths including LED light (narrow-band radiation). It should have the capability of making complex photometric evaluations, such as coordinate transformations, projective corrections, object recognition, geometrical measurement and filtering. Moreover, it should include the following characteristics:

· Minimum measuring range from 0.01 cd/m² to 2100 cd/m²

· Pixel resolution: 1024 x 1024 min.

· Measured parameters:

· Luminance, Color coordinates x,y,z and u',v'

· Dominant wavelength

· Color saturation

· Color temperature

· Luminance Precision ± 0.25% at 0.3 cd/m² against 2856K standard (10x10 pixel avg.)

· Calibration Uncertainty ± 2% (Relative to NIST traceable 2856 K standard)

· Luminance Range (10x10 pixel) 0.03 to 85,000 cd/m²

· Accuracy for chromaticity +/- 0.003 for standard illuminant A, +/- 0.005 for colors (typ.)

· Field of view: Interchangeable optical lenses that provide a 60mm objective lens and 28 mm wide angle lens.

· Colorimetric Accuracy ± 0.005 for CIE 1931 x, y when measuring incandescent sources.

· Compatible software for evaluation and analysis
