The pheasants must meet strict specifications including full feathering with tail feathers averaging at least 8 inches in length, a sex ratio of at least 50% males, minimum weights of 2.5 pounds for males and 2.0 pounds for females, and strong flying capability. All birds must originate from flocks certified negative for pullorum, typhoid, West Nile Virus, tuberculosis, and other infectious diseases. Delivery will occur at two locations: the Wells Transportation Facility/Amtrak Station at Maine Turnpike Exit 19 and the MDIFW storage barn at 54 Manson Libby Road in Scarborough. The first delivery of at least 600 birds must be scheduled before October 1, with at least two additional stockings prior to November 1, separated by at least one week. All deliveries must occur in the morning, preferably before 9:00 a.m., and must be coordinated with Regional Wildlife Biologist Scott Lindsay. Prospective bidders will receive bidding instructions via email from the State of Maine Department of Purchases.

The provider must furnish veterinary certification documents prior to delivery and maintain records of all medicines and vaccines administered to the birds. Transport crates must be new or properly disinfected. The provider is responsible for replacing any dead, injured, or missing birds at no additional cost prior to final season release. Birds should not be tagged or marked upon delivery, and intact beaks are preferred, though clipped beaks are acceptable if the difference between mandibles does not exceed 3/16 inch. The Maine Department of Inland Fisheries & Wildlife reserves the right to reject non-compliant birds and to inspect the provider's facility. No specific pricing information, contract term, or funding amounts are detailed in this requisition document.
