Q & A – 2012-N-14276

Q1: Is there an incumbent contract and if so who?

A1: Yes. Regents of the Universtiy of Minnesota – 200-2008-28238

Q2: If so what was the value and performance period?

A2: Value is approximately $651,072.07 and Period Of Performance 09/23/2008 - 01/24/2013.

Q3: Do you need a specific format for the technical proposal? We did not see one in the solicitation.

A3: The Proposals should be sent in PDF as an email attachment. Please see pg.51 of Solicitation on what needs to be included in the Technical Proposal.

Q4: The tables in section B for scenario 1 vs. scenario 2 look the same. What is the difference? Should the OGTT be omitted from scenario 2?

A4: Yes. The OGTT should be omitted from Scenario 2. This was an error and has been updated in the new attached Soliciation document in FedBizzOpps.gov.

Q5: We intended to include SOPs, QC charts, external PT results, licenses, an organizational chart and CVs in Appendices. The length requirement is 20 pages not including CVs in Appendices. Does this also apply to the other items? Or do they need to be part of the 20 page limit?

A5: As stated in your question the Technical should only be 20 pages in length. Please provide the most important information for review in the Technical proposal 20 pages. Everything else needs to be submitted as an attachment. Please see page 51 of Solicitation that describes what needs to be in the Technical Proposal.

Q6: Should the SOPs be included in the proposal?

A6: Please see answer to Q5.

Q7: How we are supposed to submit this project. I saw a reference that each portion of the submission should be separate. Not sure what forms/formats to use?

A7: Please see answer to question Q3 or Q5.
