REQUEST FOR INFORMATION (RFI)

FOR

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

MILITARY SURFACE DEPLOYMENT AND DISTRIBUTION COMMANC (SDDC)

GLOBAL AIR TRANSPORTATION EXECUTION SYSTEM (GATES)

1. Purpose. This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories. However, it should be noted for this North American Industry Classification System (NAICS) code 611430, Women Owned (WOSB) Small Business set-aside opportunities are being considered.

2. Description/Scope. The United States Transportation Command is seeking sources that possess the availability and the capability to provide SDDC with GATES Surface/Water support.

This requirement is to provide SDDC GATES contract management, functional training, testing, and to support but not limited to responding to functional questions/assistance related to GATES-Surface/Water actions. It also requires GATES assistance with customer issues (helpdesk type function) and to provide instruction/clarification to problem resolutions at any location worldwide.

This requirement also includes all aspects of GATES training to include designing, developing, implementation, maintenance and training assistance for users worldwide. Types of GATES training shall include computer based training (CBT), virtual training, in person training and to provide customer assistance with system applications and support for GATES training. GATES is utilized worldwide in support of military operations, reserve training and readiness for an estimated 2,500-account/user base and has 28 terminals located worldwide.

3. Information Requested

Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than five pages) and address the information requested below (title pages, cover letter, etc., will not count against the page limit). Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the needed information is provided.

I. Company Information.

A. The projected NAICS for this effort is 611430, Professional and Management Development Training. The Small Business Administration small business size standard for this NAICS code is $12M. Based on this NAICS, identify your business size as Small or Large. If a small business, identify if any of the following are applicable: HUBZone, Service Disabled Veteran Owned, Veteran Owned, Small Disadvantaged Business, Woman Owned, or Economically Disadvantaged Woman Owned.

III. Capabilities: Generally describe your company’s capabilities in fulfilling SDDC GATES. Specifically address the following:

A. Experience in developing and maintaining Continuous Learning modules.

Discuss the experience with the required type of training virtual, Computer Based Training (CBT) and in person type training

B. Discuss experience in software functional support to include software test plan, software briefing/documentation, and system service tickets

C. Familiarization/ experience with GATES as it pertains to waterport operations

D. Provide the following project or contract information for requirements deemed similar to this effort:

• A brief description of the project

• Contract number

• Period of performance

• Was your company a prime or subcontractor?

• If subcontractor provide prime name with prime contract number

• Dollar value of the project

• Scope of the portion of the effort your company supported

E. If your company is an Other Than Small Business (OTSB) concern, have you partnered or subcontracted with small business concerns to provide same or similar services of this requirement? If so, please provide the contract number and name of the requirement.

F. If no direct performance or experience with the above, please explain how you will perform tasks utilizing experienced subcontractors, through a proposed teaming arrangement or hiring qualified personnel.

G. What type of contract vehicle, NAICS Code and PSC code do you think will best meet this requirement?

IV. Other:

A. Please list all contract vehicles under which you hold contracts which could be used to procure this effort.

B. Please provide any other information or suggestions that may provide efficiencies in accomplishing this acquisition.
