CDA Solicitation Number: 2011-N-13520 Date: 8/31/2011

1) Is the purpose of this project to support NHSN’s current help desk (application and subject matter questions/trouble shooting) or would it be more of a technical help desk to answer questions only specifically related towards the CDA functionality as stated under the Task Order section 4.0 Critical Tasks?

Answer: The purpose is to provide level 2 help desk support to answer questions about CDA development only

2) In section 4.0 Critical Tasks, what storage parameters are being referred to?

Answer: The Task order requires building a business process analysis and suggested conceptual /logical model for the storage of NHSN vocabulary. The task does not ask to actually build the physical database or do any actual storage. NHSN vocabulary may be viewed at phinvads.cdc.gov

3) Will it be network storage, hard drive, or device storage? Will it be network storage, hard drive, or device storage?

Answer: No actual storage is required of this task. The TO is asking for model of how vocabulary is managed maintained and stored (typically in a database based on the conceptual and logical modes referred to above in Question 2).

4) What business units will be involved in storing this data? What areas of business will this address?

Answer: Our database administrator along with the Information Technology Services Office will physically create the database and be tasked with maintaining the servers to host the data.

5) What data types is the CDC looking to include in the storage process?

Answer: Vocabulary value sets consisting of LOINC SNOMED and others will be stored. See PHINVADS at phinvads.cdc.gov for actual vocabularies.

6) Can you provide a labor category breakdown for the Level of Effort (LOE)?

Answer: No we cannot. Offerors have to propose the estimated level of effort based on their understanding of the requirements.

7) The Task order does not have any page specifications and limits. Does the Task Order response have page specifications and limits? How about the Business Proposal? Answer: There is no page limitation for the TO response.

8) The RFP states that this is a five year IDIQ contract. It lists the years as follows:

0. Year One: From Sept 30, 2011 – Sept 29, 2011

0. Year Two: From Sept 30, 2012 – Sept 29, 2013

0. Year Three: From Sept 30, 2013 – Sept 29, 2014

0. Year Four : From Sept 30, 2015 – Sept 29, 2016

0. Year Five: From Sept 30, 2016 – Sept 29, 2017

Can we assume that what is intended is instead:

1. Year One: From Sept 30, 2011 – Sept 29, 2012

1. Year Two: From Sept 30, 2012 – Sept 29, 2013

1. Year Three: From Sept 30, 2013 – Sept 29, 2014

1. Year Four : From Sept 30, 2014 – Sept 29, 2015

1. Year Five: From Sept 30, 2015 – Sept 29, 2016

That is, ending in 2016, not 2017?

Answer: Yes! There is a mistake with the indicated period of performance, which will be corrected at time of award.

9) Section B of the IDIQ RFP references under Item 0002 the need for “full time resources for the development and [maintenance] for all NHSN vocabulary needs” and later, Section 4.2, states that the recipient should “Provide a full-time resource for the development and eminence for all NHSN vocabulary needs.” The initial Task Order for Item 0002 differs, however. Can we assume that the Task Order description is the most pertinent and that there is no implication here that Task 2 requires, at this time, a full time resource, although one may be called for in future?

Answer: Yes offerors can assume that the Task Order description is the most pertinent and that there is no implication here that Task 2 requires, at this time, a full time resource, although one may be called for in future.
