CBP, Office of Field Operations San Luis, AZ Port of Entry has a requirement for securing a qualified firing range for the Port to complete CBP required firearm training. Anticipated cost:
The CBP San Luis Port has a requirement to secure firing range services for the full training and qualification needs of mission personnel. Because of the unique requirements of the range to be provided, and the lack of existing facilities that can meet, or be upgraded to meet, the capabilities needed for this service, this action is limited to a single available contract provider. Extensive area research and site visits were conducted by San Luis Port Firearms and Tactical Training Division, throughout the Port of San Luis area of operations, in order to determine the availability of suitable ranges for use. Based on that, it has been determined that there is currently a lack of available and suitable shooting facilities that are located within a reasonable travel distance from the San Luis Port. The nearest comparable accommodation is in Phoenix, AZ which is a roundtrip commute of approximately 6 hours. There is no other accommodation available that can support the intensity and specialization of use required by the San Luis Port within a reasonable commuting distance.

In accordance with FAR 13.106-3(a)(2)(ii) and (iii), pricing will be be determined fair and reasonable through comparison of the proposed price with prices found reasonable on previous purchases (in particular in comparison to the similar contract CBP has in place for range services for use by the U.S. Border Patrol – HSBP1014P00416) and comparison to current price lists, respectively.
