About this file
This document is a Limited Source Justification for a federal contract opportunity. The Department of the Army Contracting Command-Detroit Arsenal (ACC-DTA) has a requirement to procure and install new Adjustable Height Workstations, including one (1) new supervisor office and modification of eighteen (18) existing workstations at the Ground Vehicle System Center (GVSC) Vehicle Electronics & Architecture (VEA). The estimated total purchase price is . The statutory authority for this limited competition is FAR 8.405-6, as Allsteel Inc. is the only manufacturer whose furniture is compatible with the existing system and can be integrated with power and data components, keys, and panel dimensions. Market research indicated that other similar products do not meet the agency's needs for compatibility and interchangeability to reduce lifecycle costs. The contract will be awarded under the General Services Administration (GSA) Multiple Award Schedule program to Allsteel Inc., the incumbent vendor.

Department of the Army
Limited Source Justification for GSA Purchases under the SAT
Purchase Request #:
1. Contracting Activity: The United States Army Contracting Command-Detroit Arsenal (ACC-DTA) is the procuring activity for this action.
2. Description of the Supply or Service Purchased: The Ground Vehicle System Center (GVSC) Vehicle Electronics & Architecture (VEA) has a requirement to procure the material and have installed new Adjustable Height Workstations. Vendor is to install one (1) new supervisor office and modify eighteen (18) existing workstations to provide powered sit-to-stand feature.
The proposed Vendor is as follows:
Allsteel Inc.
2210 Second Avenue Muscatine, IA 52761-5257 CAGE code: 01074 DUNS number: 120316711 Location: Muscatine, Iowa 52761 GSA contract number: GS-28F-0001V
3. Dollar Amount: The estimated total purchase price is . The type of funds is
4. Authority Cited: The statutory authority permitting other than full and open competition is 40 U.S.C. 501, as implemented by Federal Acquisition Regulation (FAR) 8.405-6, Limited Sources. Specifically, FAR 8.405-6(b) provides that the Government may limit the source when the items required are peculiar to one manufacturer, “An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer”. This acquisition is conducted under the authority of the Multiple Award Schedule Program.
5. Reason for Authority Cited: This proposed action is to replace and update existing furniture in Bldg. 200C. One (1) supervisory office and eighteen (18) workstations will have their furniture replaced and updated as a result of this procurement. In order to maintain the professional appearance of the office space, compatible furniture and components are required. Allsteel Inc. is a proprietary system which cannot be used in conjunction with any other manufacturer’s products. It is engineered in such a way that electrical connections (proprietary), wall/panel thicknesses, and mounting hardware are only compatible with other Allsteel products. The Government would have to replace its other furniture which would result in significant duplication of costs if it used a different brand of furniture due to compatibility issues, as well as, increasing lifecycle costs since replacement parts would have to be purchased as well. Using Allsteel brand is essential to the Government’s requirements since similar products offered by other companies do not meet the agency’s
ACC-WRN FT 4275, 24 AUG 2017 Previous Edition is Obsolete Page 2 of 3 needs due to the requirement for compatibility and interchangeability of parts to reduce lifecycle costs. Utilizing a sole source contract for this procurement from a General Service Administration (GSA) approved vendor of GSA priced items available on the vendor’s GSA schedule, the Government will be able to reduce overall costs for this effort.
6. Market Research: GVSC VEA conducted market research starting in Fiscal Year 2023 (FY23) through 21 FEB 2024 to determine available sources to procure required furniture to continue office renovation efforts. GVSC VEA utilized market research techniques including:
vendor pricing, recent and relevant cost estimations, vendor proposals and budgetary numbers. The market research conducted, compared other furniture systems of the same geometry, finish, and function with the compatibility of the existing furniture system. The market research indicated that other companies’ products that were similar in pricing and performance were not interchangeable with the existing system and cannot be modified to meet agency needs. Only furniture from the suppliers of AllSteel Terrace brand will meet this requirement. The Allsteel Terrance line can best integrate with the existing Allsteel products for multiple items, such as power and data raceways, key inventory, and panel dimensions.
Therefore, market research indicates other companies similar products do not meet, or cannot be modified to meet, the agency’s needs for compatibility with existing furniture as well as interchangeability of parts to reduce lifecycle costs as detailed in paragraph 5 above.
The results of our market research regarding function and pricing are as follows:
GVSC VEA Asset Management
GVSC VEA Furniture Key Inventory:
Utilizing the same Allsteel product line, previously installed in Contract
, enables GVSC VEA to save on locksmith costs for day-to-day operations. Salvaging keys and cores from previously installed Allsteel furniture throughout GVSC VEA buildings reduces cost to GVSC VEA since the cancellation of locksmith services from the Logistics Readiness Center’s (LRC) service contract in 2018. Utilizing the same product line already installed reduces the Government’s operational costs since we already have a supply of duplicate keys and cores on hand. For replacement keys, GVSC VEA can purchase additional supplies through , which has inventory for essentially all currently and previously manufactured furniture product lines across many vendors. Each key replacement is EA, per their latest website pricing from FEB 2024, which helps maintain our inventory for emergency lock outs and repairs. Having the same product lines enables GVSC VEA to maintain security by issuing keys to our Zone Coordinators/Key Custodians, thus decreasing liabilities of our Key Control Program.
Replacement Cost:
By continuing to purchase Allsteel products for this contract action, GVSC VEA would theoretically save for each of the one Supervisory Office and eighteen Modified Workstations which yields a cost avoidance of , since the Government has existing keys in our inventory which will not need to
