Statement of Work (SOW) U.S Border Patrol Tucson Sector

Firing Range Utilization for

U.S. Border Patrol Quarterly Qualifications

1. BACKGROUND: The United States Border Patrol (USBP), Tucson Sector Headquarters, Tucson Sector Special Operations Division, and Tucson Station must conduct mandatory quarterly firearms qualifications and training per the CBP Use of Force Policy, Guidelines and Procedures Handbook, HB 4500-01C.

There are approximately 1,000 Border Patrol Agents who must qualify over a quarterly period. In meeting mission requirements, it requires that a firearms qualification range have approximately 18 or more shooting positions from which to qualify and be available to USBP personnel to conduct both day and night time firearms qualification and training.

Daytime firearms qualification periods are Monday through Friday, from the hours of 7:00 am to 4:00 pm and nighttime firearms qualification periods are Monday through Friday from dusk to 10:00 pm of any given week. Range services are required for mandatory qualifications of USBP agents throughout the year.

2. SCOPE: The U.S. Border Patrol Tucson Sector is looking to obtain range services, which will provide a firearms range facility that will allow its Border Patrol personnel to satisfy the mandatory firearm qualifications and tactical related training as set forth in the CBP Use of Force Policy, Guidelines and Procedures Handbook, HB 4500-01C, and as specified in this SOW.

3. APPLICABLE DOCUMENTS:

4. SPECIFIC TASKS: The contractor shall complete the following tasks as identified below required to comply with this SOW.

Task #1 Schedule – The contractor will provide a minimum of 18 or more firing positions on at least two ranges to conduct firearms qualification, Monday through Friday 7am to 4pm including night time firing from dust 10:00 pm. This may include separate ranges for station and sector level qualifications and training, as well as agent remediation.

Task #2 Shooting Distance – The contractors range must accommodate a qualification course distance; minimum is 1.5 yards and to a maximum of 100 yards, but no less than 50 yards, and one 1,000 yards range.

Task #3 Public Access – The contractor will assign a range section that is closed to the general public while in use by USBP, but other areas may remain open.

Task #4 Bi-weekly Range Scheduling – The contractor will assign both ranges in bi-weekly increments throughout the year. If any of the tasks set in this SOW cannot be met the contractor will contact the Contracting Officer Technically Representative (COTR) or point of contact as designated below and give a minimum of two weeks’ notice if the unavailability of range accommodations or any other scheduling conflicts exist.

Task #5 Safety Berm & Facilities – The contractor will provide valid proof that the range meets all guidelines as set forth by the State of Arizona Game and Fish standards for Firing Ranges.

Task #6 Storage Area – The contractor will provide space to allow the U.S. Border Patrol to place a “CONNEX” container dedicated to the U.S. Border Patrol that will store target stands, cardboard target backers, and shooting mats. USBP will be responsible for security of the CONNEX container.

Task #7 Restrooms – The contractor will have restroom facilities for both sexes (male & female), including running water.

Task #8 Ammunition Type – The contractor will provide appropriate ranges capable of the following types of ammunition; .40 S&W, .223 Remington, 12 gauge rifled slugs and 12 gauge 00 buckshot, .22 LR and .308 Winchester.

5. DELIVERABLES AND DELIVERY SCHEDULE: The contractor will provide a detailed cost invoice quarterly.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: The

Government will furnish the firearms and ammunition, to include all materials needed to conduct the mandatory firearm qualifications and training.

7. PLACE OF PERFORMANCE: Tucson, Arizona.

8. PERIOD OF PERFORMANCE: The period of performance for this effort shall be a four (4) month base period with four option periods consisting of twelve months

(12) each.

9. SECURITY: There are no specific security classification level requirements associated with this procurement action. Information contained in the SOW is deemed unclassified.

10. SPECIAL CONSIDERATIONS:

10.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the Contracting Officer Technical Representative (COTR). Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.

10.2 Points of Contact

All contract questions and concerns shall be directed to the Contracting Officer Technically Representative (COTR) or point of contact as designated below. The Contracting Officer is the only individual with the authority to amend this contract.

10.3 Billing and Payment

10.4. Firearm Range Safety

The range officers and agents conducting qualifications will be the responsibility of the selected Border Patrol personnel. The contractor will provide range safety information to the Contracting Officer’s Representative (COR) for Border Patrol personnel. The contractor can bring range concerns to the COR’s attention. If a resolution cannot be settled, the issue will be brought to the Contracting Officer for a determination.

10.5. Firearm Range Scheduling

Range scheduling for conducting mandatory firearm qualification training will be coordinated between the Contracting Officer’s Representative and the range point of contact.
