Request for Information (RFI) - 20094778 Service Handgun

Department of Homeland Security Customs and Border Protection

U.S. Customs and Border Protection (CBP) currently has an estimated total of 52,000 handguns in service. Of these weapons, a majority are nearing the end of the expected life span for a handgun. CBP has no available contract to replace or replenish these aging handguns. CBP is conducting market research to determine the most effective approach to developing an acquisition strategy.

The Law Enforcement Safety and Compliance Directorate, Harpers Ferry, WV, on behalf of Operations Support, U.S. Customs and Border Protection, is assessing potential handgun technologies and production capacity of U.S. handgun manufacturers. This announcement constitutes an official Request for Information (RFI).

To facilitate the assessment, the following information is requested:

1. Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address.

2. What size business (Small, Large) are you under NAICS code 332994 Small Arms, Ordnance, and Ordnance Accessories Manufacturing?

3. What is your organization’s experience with and capability for manufacturing and distributing service handguns for military or law enforcement agencies?

4. Where are your handguns manufactured and/or assembled? If parts/components are manufactured in a different location from final assembly, please identify all locations.

5. Is your company compliant with the Buy American Act (BAA)?

6. What are the models of handguns that are manufactured for the purpose of military or law enforcement service? Please provide all available documentation regarding each model, i.e.

Available Calibers, Type of Action, Magazine Capacity, and Product Data Sheets for each available caliber, Operator’s Manual, and exploded view drawing.

7. Is the handgun offered with a warranty? Please provide length, round count, and coverage of warranty.

8. Do you have a provided and detailed schedule of maintenance for the expected lifetime of the handgun? Please provide recommended maintenance procedures and schedule.

9. Do you have a complete armorer’s course covering troubleshooting, parts inspection, and detailed disassembly and reassembly procedures with accompanying schematics, PowerPoint presentations, tools and manuals?

10. Provide a synopsis of current Quality Control/Quality Assurance process related to the provided handgun models. What is your level of ISO certification?

11. Is your handgun equipped with or able to be equipped with a passive round counting technology?

12. Is the handgun adaptable and/or adjustable to provide enhanced ergonomics? Is your handgun available as a family of handguns (i.e. full-size, compact, and sub-compact variants)?

13. Does the handgun accept (and fully operate with) tactical lights, lasers, slide mounted electronic optics, and/or suppressors?

14. Do you have manufacturing capabilities to provide training models of the supplied handgun?

Please provide a synopsis of the availability of Red Guns (non-firing), Blue Guns (marking cartridge only), weighted rubber non-firing training models and Virtual Simulator Guns.

15. Has independent testing been conducted on your firearm? Please provide all references to the applicable testing and research information regarding accuracy and dispersion, terminal performance (include ammunition type), reliability and durability in all environments. Also include the name of the test facility and the date of testing.

16. Provide the manufacturing capacity for a service handgun and replacement parts on a monthly basis and what quantity could be devoted to CBP?

17. Is the frame and/or frame chassis equipped with a machine readable barcode serial number that corresponds to the alphanumeric serial number?

18. What is the normal lead-time for delivery of handguns and/or parts once an order is received?

19. Provide a Rough Order of Magnitude (ROM) Estimate for each provided handgun model. Please provide estimated itemized pricing for handgun along with all associated accessories and replacement parts for the submission based on the following quantities: 30,000 to 70,000 handguns.

This request for information (RFI) is for planning purposes only and should not be construed as a Request for Proposal or as an obligation on the part of the Government to acquire any services or hardware. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by CBP in developing its Acquisition Strategy, Statement of Work and/or Performance Specification.

Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to same. The information provided herein is subject to change and in no way binds the Government to pursue any course of action described herein.

The U.S. Government is not obligated to notify respondents of the results of this survey.

The purpose of this RFI is solely to conduct market research for potential CBP service handguns.

Reponses to this RFI are due no-later-than (NLT) Tuesday, January 31, 2017 to matthew.a.korn@cbp.dhs.gov.
